Department Overview
Forecast Methodologies is part of TBSM's Enterprise Stress Testing (EST), responsible for central ownership and analysis of the balance sheet and income Statement Forecast Methodologies for EWST & MST.
The Canadian Line of Business Vertical team within EST is a cross-functional group supporting the end-to-end stress testing functions for TD's Canadian businesses including P&C, Wealth and Insurance. Our work encompasses multiple workstreams including data aggregation, model execution, model development, reporting/analytics, governance, and supporting regulatory requirements.
Job Description
The Program Manager is accountable and responsible for ensuring that all project deliverables for EWST and MST are implemented on time, within budget and meeting the expectations of the business in alignment with enterprise strategies. This position is accountable for all documentation and ongoing communications for all program activities. Ensures implementation of appropriate oversight and governance activities. Provides leadership, direction and coaching to teams(s) while partnering with business and executive stakeholders within a single or across multiple Lines of Business (LoB).
KEY ACOUNTABILITIES
Customer
- Collaborates with executive sponsor and key stakeholders to establish vision and aligns the project with the strategic and tactical direction of the business
- Engages with executive sponsor to ensure active participation on project initiatives
- Engages appropriate stakeholders to identify and manage required outcomes of projects
- Establishes effective project oversight and engages the correct levels to support the direction for the project
- Facilitates business meetings with senior stakeholders and executives to support successful and timely delivery of projects and programs
- Provides ongoing communication to Project Sponsor, key stakeholders and working groups, to ensure they are aware of significant changes to the project status in a timely manner
- Responds to inquiries and escalates concerns from stakeholders at all levels in the organization (technical, business, Senior and Executive Management)
- Provides advice and guidance to business partners and project team as required regarding best practices in project management
- Applies Organizational Change Management principles and practices in order to effectively manage the people side of change (e.g., stakeholder analysis, business process management, people readiness, sustainment planning, etc.)
- Communicates project summary, status, financials, etc. to appropriate to appropriate senior executives at the Bank
- Collaborates with the appropriate partners to ensure required resources are assigned to the project for successful delivery
- Builds consensus and relationships with project team and business
Shareholder
- Oversees the delivery of project / program / portfolio and owns outcomes that are aligned to established cost, timing, deliverable and scope objectives
- Ensures the strategic direction of the portfolio aligns with that of the business
- Initiates activities within the context of achieving strategic business objectives
- Owns overall accountability for managing risk across the portfolio
- Monitors and oversees large scale programs with high levels of risk exposure, impacting stakeholders across multiple LoBs
- Aligns the project / program risk and business operational risk to ensure all are understood in the context of the portfolio (i.e., risk related to technology, change management, procurement, business process management, requirements management)
- Evaluates detailed portfolio status reports and presents key highlights and related implications to senior executives and key stakeholders
- Ensures enterprise project / program / portfolio methodology and established / defined project / program management processes, discipline and controls are consistently applied to all projects
- Tracks projects / programs to ensure they continue to deliver towards the expected strategic objectives in terms of quality, cost, schedule and scope
- Monitors portfolio health continuously and engages management as required if project health changes
- Manages issue resolution and removes roadblocks
- Identifies opportunities to leverage economies of scale, reduce risk and improve the probability of successfully delivering expected business results
- Champions governance for project / program / portfolio
- Provides guidance and direction on resource and capacity management process for the overall portfolio
Employee / Team
- Indirectly manages a cross LoB Project team consisting of Business Analysts, Requirements SMEs, Business SMEs and Technology resources where applicable to the project
- Provides advice and counsel to project team and business partners
- Liaises with external vendors and consultants as required
- Coaches, leads and mentors project team members
- Supports effective onboarding and offboarding of project resources
- Effectively manages project resources and external contractors / consultants in coordination of competing priorities
- Educates project team members on governance process and facilitates related sessions
- Leverages the creativity and experience of project team members to solve issues as they arise
- Develops an understanding of the technical / business aspects of the project in order to effectively manage the project and resources
- Works effectively in teams by being driven to win for the TD team, working well with diverse teams
- Manages the project team, stakeholders and key project deliverables
Breadth & Depth
- Leads all program office meetings, including regulatory meetings, Steering Committee meetings, Business Sponsor Meetings, and Project Manager meetings
- Provides support the on the effective challenge process of all the evidence, documentation, and interpretation submitted by the programs/work streams
- Maintains records and historical archives for all Program Documentation on the SharePoint site
- Supports and administers the Program SharePoint site
- Works with the business and other team members to compile all of the material requested by regulators and internal audit
- Develops and maintains tools to facilitate recordkeeping requirements for the Program
- Development of reporting, dashboards, and project schedules
- Manages the development and updating of program processes and procedures
- Ensures that all relevant TD Bank documentation standards are incorporated into program documents
Education & Experience:
- Bachelor's degree preferably in Economics or Business
- Project Management Certification or relevant Project Management methodology experience
- Comprehensive knowledge of the practices, procedures and principles of project management
- Experience with external regulators, internal audit and/or compliance
- Demonstrated ability to develop strong, collaborative relationships across the enterprise
- Demonstrated ability to plan, lead, and successfully execute projects
- Ability to make an impact, influence and achieve results with effective negotiation, problem-solving and communication skills
- Ability to think strategically and possess strong business acumen
- Proven ability to stay focused under pressure, demonstrating resilience in challenging situations

- Experience with the preparation and development of Executive level presentation materials, minutes, and dashboards
- Strong PC skills, including mastery of Microsoft Office products
- Excellent process improvement skills. Including the ability to evaluate procedures and recommend improvements.
