Senior Engineering Advisor

St. John's, NL

The Board of Commissioners of Public Utilities ("the Board") is an independent, quasi-judicial regulatory body operating in the province of Newfoundland and Labrador with responsibilities related to the regulation of public utilities, automobile insurance rates, petroleum products pricing, and motor carrier licensing.

The Board's regulatory mandate requires oversight, examination and determinations in respect of various engineering and technical issues, particularly in relation to Newfoundland and Labrador Hydro and Newfoundland Power Inc.

Under the direction of the Board's Director of Regulatory, a Senior Engineering Advisor will be expected to:

  • Provide advisory services including research, analysis, reports, and recommendations to the Board on topics such as rate design, capital expenditures, load forecasting, generation, cost of service, reliability, safety and emerging trends.
  • Review and analyze applications and reports to provide recommendations on various engineering and technical issues relating to the Board's regulatory mandate.
  • Interface with stakeholders including the regulated entities, other regulatory bodies, consultants, government officials, and the general public.
  • Review and prepare briefing notes for the Board.
  • Assist in relation to Board orders, reports, and other regulatory documents.

Education and Experience

Degree in Electrical Engineering with a license to practice in the Province from Professional Engineers and Geoscientists of Newfoundland and Labrador (PEGNL).

The ideal candidate will have 10 years of relevant work experience as a professional engineer in the electrical discipline, with a concentration on power systems. Experience in a utility and/or regulatory setting is preferred.

Knowledge

A Senior Engineering Advisor has an advisory role in relation to key decisions of the Board on complex subject matter. The ideal candidate will have:

  • In-depth knowledge of technical issues surrounding the regulation of the utility industry.
  • Specialized knowledge and expertise of electrical engineering theories, methods, techniques, practices and standards.
  • Ability to understand and interpret relevant statutes and regulations.

Skills

The ideal candidate will have:

  • Exceptional communication skills, both written and oral.
  • Excellent analytical, problem solving and critical thinking skills.
  • Ability to communicate complex subject matter clearly and concisely.
  • Efficient and effective project and work process management skills.
  • Ability to work independently while ensuring collaboration and information sharing within a team environment.

The Board offers an attractive compensation package that includes a competitive salary, comprehensive health and dental benefits and pension plan in line with the Government of Newfoundland and Labrador.

The salary range for this position is $120,190 to $139,757 depending on the level of the experience of the candidate in analysis and knowledge of the regulatory environment and hearing process.
