The newly established Local Governance Commission (the LGC) is an arm's length expert body charged with ruling or making recommendations on matters affecting local governments, regional service commissions and rural districts. The LGC is also tasked with supporting and advising on matters relating to local governance generally.

The Commission's responsibilities include:

  • Providing advice and recommendations to the Minister of Local Government on topics related to local governments, regional service commissions, and rural districts, such as requests for restructuring, regional infrastructure cost sharing decisions and by-law studies.
  • Investigating issues affecting local governments, regional service commissions and rural districts, such as alleged code of conduct and conflict of interest violations, and issuing rulings and sanctions when necessary.
  • Providing education, advice and information on topics related to the Local Governance Commission Act to both public authorities and residents.

Specifically, the LGC is responsible for:

  • Investigating, ruling on and imposing sanctions relating to alleged code of conduct violations;
  • Investigating, ruling on and imposing sanctions relating to alleged conflict of interest violations;
  • Reviewing and making recommendations to the Minister of Local Government on restructuring requests, such as incorporations of new local governments, amalgamations, annexations, and decreases in the territorial limits of local governments;
  • Reviewing and making recommendations to the Minister of Local Government in response to requests to amend the boundary of a regional service commission;
  • Reviewing and making recommendations to the Minister of Local Government on regional service commission decisions relating to cost sharing agreements for sport, recreation and cultural regional infrastructure;
  • Studying and making recommendations to the Minister of Local Government on whether to amend or repeal certain local government by-laws;
  • Appointing auditors to carry out audits of local governments, local boards and regional service commissions;
  • Appointing inspectors to carry out investigations of local governments, local boards and regional service commissions;
  • Appointing supervisors for local governments whose councils no longer have quorum;
  • Recommending the appointment of supervisors for local governments, in certain specific situations;
  • Recommending the appointment of trustees for regional service commissions; and
  • Examining any other topic requested by the Minister or Cabinet.

What you will do? As Senior Advisor, you will report to the Director and General Counsel of the Local Governance Commission. Your primary responsibilities will include:

  • Carrying out investigations related to alleged code of conduct or conflict of interest violations
  • Reviewing and assisting in the processing of local government restructuring requests (proposals and reports).
  • Reviewing and assisting in the processing of requests for boundary amendments to regional service commissions.
  • Reviewing regional service commission cost sharing decisions and the reports associated with the same.
  • Reviewing requests to study by-laws and assisting in carrying out studies related to the same.
  • Assisting in the appointment of supervisors, trustees, auditors and inspectors.
  • Drafting recommendation reports for presentation to commission members.
  • Leading responses to other requests defined by the Local Governance Commission Act.
  • Conducting research including jurisdictional scans.

Essential qualifications

  • A bachelor's degree in policy, public administration, business, law or relevant field and a minimum of five (5) years of related experience.

An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability.

Asset Qualifications
Preference may be given to candidates that demonstrate one or more of the following:

  • Experience working with local, regional or board governance;
  • Experience in research and investigations;
  • Experience in stakeholder engagement; and
  • Experience managing projects and meeting deliverables and timelines.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

Wage
Pay Band 5: $2,536 to $3,542 bi-weekly, based on 36.25 hours per week

Work environment

  • Office location: Fredericton.
  • Standard hours of work: Monday - Friday, 8:15-4:30 (office schedule)
