Job Summary
The Provincial Clinical Efficiency-Integrated Capacity Management (ICM) program is pleased to invite applications for the Integrated Capacity Management Senior Analyst position for this provincial position.

Integrated Capacity Management (ICM) is a powerful integration capability approach that uses advanced technical tools and standardized processes to enable healthcare organizations to effectively use their resources to achieve their strategic and operational goals. ICM includes demand forecasting and provides a strategic view of patient acuity in those health-care facilities which have the system implemented. ICM will assist with optimizing our employees' abilities and time to contribute to patient care; enhance system efficiencies that will support clinical staff, physicians, and support services in providing care, and provide support for patient's during their health journey in Newfoundland and Labrador.

With provincial responsibilities, this position will report to the Provincial Director of Clinical Efficiency, consult with the executive sponsor(s) for the ICM solutions (per RHA) and the program directors assigned to workforce management and patient flow/capacity service lines. This position will analyze, review, forecast, trend, recommend and present information for enterprise/provincial operational operations and business planning purposes. This position is a major support for enterprise-wide decision support, and data/analytical consultation at the unit, program, and executive levels.

To effectively manage expansion of our healthcare footprint within Newfoundland and Labrador, the ideal candidate will work closely with key stakeholders in the Integrated Operations Centre(s) (IOCs)/Provincial IOC, sub-unit(s), and the Workforce Management Unit/Patient Flow/Capacity Planning Unit to provide up to date patient and staffing models/forecast outlooks which will provide guidance and recommendations for clinical, financial, and operational to lead planning discussions and projection reviews.

The Integrated Capacity Management Senior Analyst will deliver enterprise-wide strategic and specialty reports that are used in enterprise/provincial workforce management/ patient flow and capacity planning decision-making processes that assist in the provision of supportive data to executive and senior leaders, supports enterprise performance and planning requirements and in the initiation of performance improvement initiatives. The successful candidate(s) will be responsible for forecasting productivity/core staffing/census and make enterprise-wide recommendations regarding opening/closing beds and provide recommendations to executive teams. You will be accountable for collecting, collating, and presenting data related to the diverse services provided at multi sites and communities across the full continuum of health care.
This senior analytical position collaborates with all levels of the enterprise to achieve, improve, and maintain quality of care using ICM solutions. This position does not have direct staff reporting; however, the incumbent directs and facilitates operational and strategic improvements across financial/clinical programs. With an enterprise/provincial level of accountability, the incumbent will work closely with other Integrated Capacity Management Senior Analyst(s), the provincial ICM team and HealthStream to complete the following duties:

- Develop/oversee/conduct Capacity Planner training sessions for end-users.
- Review Capacity Planner solutions for accuracy (i.e., census, rooms, service lines, etc.).
- Troubleshoot system administration issues (including entering/approving support tickets for HealthStream)
- Provide first line of contact for Capacity Planner user support; set parameters and adjust/deliver enterprise-wide operational reports (including data analysis); validate integrations and changes to the solutions (including system design/testing/updates); oversee access and collaborate with HealthStream/NLHS
- Develop performance dashboards/scorecards and visualizations to highlight trends and develop insights, report maintenance, forecasting/planning procedures and processes; develop of standard operating procedures, data smarts, data models, and reports which in turn supports units/programs/enterprise in the management of workforce management, patient flow and capacity planning resources
- Manage changes to planning/forecasting and work with stakeholders to evaluate capacity, cost, and impact; support clinical programs with their annual planning processes
- Responsible for conducting consultative analytics, evaluating critical patient flow/capacity planning changes and developing analytical and quantitative models that encompass workforce management demand/supply needs.
- Review/manage new solution requests (i.e., icons, attributes, and functionalities)
- Develop and implement strategic business solutions through research and analysis of data using ICM solutions, COGNOS, Meditech, and other technical solutions
- Work cross-functionally to define problem statements, collect data, build models, and make recommendations
- Build analytical models to support supply/demand patient and staffing models, manage investment and return on investment decisions, and other qualitative data analysis on data strategies, while ensuring ICM contractual compliance regulations are achieved
- Responsible for surveillance and quality assurance patient flow/capacity planning gaps and/or concerns via Enterprise Visibility/Capacity Planner solutions
- Work with the stakeholders to define, create and report on relevant metrics for measuring and monitoring the enterprise and influence decisions.
- Ensure all data released is in accordance with the Canadian Institute for Health Information (CIHI), adherence to the Department of Health & Community Services, and enterprise/provincial data collection policies.
- Lead and support various strategic projects, as needed, in support of ICM data and contractual requirements
- Provide a broad range of ad hoc analytical support to executive, senior leaders, and management.
- Implement, standardize, and sustain the ICM solutions within enterprise/province.
- Provide stakeholders with intelligible and actionable data for financial/clinical performance analysis
- Participate in ICM solution audits and ongoing data quality initiatives
- Maintain and upgrade ICM solutions and maintain knowledge of emerging financial/clinical performance and benchmark reporting trends for financial/clinical service lines
- Demonstrate effective and efficient utilization of financial/clinical resources in daily operations
- Work with finance/budget senior leaders to provide an analysis of resource utilization and recommendations to improved fiscal management
- Use a variety of quantitative techniques to conduct systematic collection and analysis of data and to track trends and developments in patient flow and capacity planning.

Job Qualifications

EDUCATION
- Bachelor's Degree in a quantitative analysis field of study such as Engineering, Mathematics, Statistics, Finance, Business, Health Administration, or a related field is preferred.
- A combination of education and experience will be considered.

EXPERIENCE
- Minimum of 5 years of experience working in Health Care in a role responsible for operations planning and/or data analytics, including experience with data modeling and/or statistical forecasting, capacity planning, and supply and demand management.
- Experience in a leadership or management role is required, preferably in a project management role.
- Experience in implementing quality and/or process change initiatives in healthcare is required.
- Experience with data collection and information technology is required.
- Experience with Health Information Systems and Meditech Scheduling/Timekeeper or other scheduling software systems is preferred.
COMPETENCIES

- Knowledge of Integrated Capacity Management(ICM) tools would be an asset.
- Knowledge of enterprise-wide clinical operations
- Knowledge of patient flow (admission/discharge/transfer/repatriation)
- Knowledge of data analysis techniques and appropriate application of approaches; ability to conduct data analysis.
- Knowledge in system design, implementation and/or evaluation of technical/clinical systems
- Demonstrated ability to access and navigate patient level ADT data. An alternative model can be considered using a team approach (i.e., current HIS, admitting, etc. staff positions).
- Demonstrated strong analytical, critical thinking and problem-solving skills, and detail oriented.
- Demonstrated ability to effectively communicate with staff/physicians at all levels within the enterprise
- Demonstrated strong leadership skills and the ability to consult, train, coach, and mentor.
- Demonstrated ability to build and maintain collaborative working relationships with internal and external stakeholders, and wok effectively in a multi-disciplinary setting.
- Demonstrated ability to adapt and educate on changing clinical operations
- Demonstrated proficiency in report writing, strong presentation skills, and the ability to analyze large data sets.
- Demonstrated effective time management skills with the ability to manage timelines/meet deadlines
- Demonstrated strong financial stewardship
- Proficiency in Business Intelligence tools, analyzing large data sets, modeling, and presentation tools (TEAMS, MS Excel, MS PowerPoint) with experience in COGNOS, HRIS, Meditech, etc.

- A satisfactory record of work performance and attendance is required
- Enterprise-wide travel will be required
