The incumbent serves as the municipality's treasurer, overseeing finance, administration, accounting, and procurement policies and practices. As assistants to the Chief Administrative Officer, they support various municipal mandates based on situational needs and delegated authority. As the Director of Finance, they provide critical analysis and expertise in accounting, finance, and procurement, managing the administrative functions of the municipality, including budgeting, reporting, investments, and financial information systems. Additionally, they develop and enforce policies to ensure compliance with the Public Sector Accounting Board (PSAB) standards.

Tasks:

  1. Responsible for accounting, which includes implementing controls, receiving and paying invoices, invoicing and receiving payments, managing cash flow, controlling expenditures in accordance with approved budgets, producing monthly financial statements, as well as financial analysis and preparing various reports for the Town of Shediac.
  2. Responsible for the long-term strategic planning of municipal infrastructure (five-year plan and others), for its development, annual update and management in collaboration with the various departments involved.
  3. Oversees the major files assigned by the CAO and reports to the CAO on the progress of these files and the achievement of their objectives.
  4. Responsible for the preparation of annual financial statements for audit; maintains close liaison with the municipality's external auditor.
  5. Led data compilation, coordination, and preparation of budgets and strategic financial plans in collaboration with the Chief Administrative Officer.
  6. Authorizes expenditures for the purchase of equipment, the procurement of goods and services and any other expenditure, in accordance with the amounts provided for in the budget adopted by Council.
  7. Responsible for updating asset values in accordance with accounting ledgers.
  8. Ensures that the municipality has adequate insurance as provided for in municipal laws and provides reports to the CAO.
  9. Responsible for risk management relating to the municipality's various infrastructures and the management of the insurance file, including claims.
  10. Attends Town Council and committee meetings as requested by the CAO.
  11. With the approval of the CAO, is responsible for making purchases for the Town of Shediac in accordance with approved budgets.
  12. Provided leadership and oversight to the finance department, managing daily operations, ensuring regulatory compliance, and contributing to long-term financial strategy.
  13. Perform any other duties as assigned by the CAO in order to meet the needs of the Town of Shediac.

Education (degree/diploma/certifications): Bachelor of business administration (accounting or finance option) or any other undergraduate training in administration deemed equivalent. A CPA (CA, CGA or CMA) accounting designation would be preferred, but not essential.

Experience: Must have five (5) experience in a financial and material resources management position as a senior executive, preferably with a municipality.

Knowledge/Skill/Ability:

  • Must be fluent in written and spoken French and English.
  • Must be able to easily operate accounting, word processing, spreadsheets, and database software commonly used by the municipality.
  • Must be familiar with accounting standards in the public sector (CCSP) and their application.
  • Must have a good knowledge of the industrial relations field and labour law.
  • Must possess excellent knowledge of accounting, budgetary control and financial impact analysis techniques.
  • Understand municipal taxation mechanisms related to the fiscal sustainability of development proposals.
  • Demonstrate reliability and discretion in handling confidential matters pertaining to the position and the Town of Shediac.
  • Must have the ability to maintain good interpersonal relations with Council, citizens and employees.
  • Must be dynamic; self-starter; possess good judgment; good analytical and organizational skills; good sense of innovation; and ability to work closely with people in the area.
  • Must be able to deal with complaints and address them appropriately.
  • Must possess leadership and motivational qualities.
  • Must demonstrate strong leadership skills to effectively manage a team and achieve the goals and objectives established by the municipality.
