Position Details

Context:

The Eastern Region maintains and supports approximately 3,500 NL Housing rental properties on the Avalon and Burin Peninsulas through offices in St. John's (Avalon) and Marystown. The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations including eviction prevention, and monitoring, facilitating and administering property maintenance. A variety of programs designed to support low to moderate income households and homeowners are also delivered. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs.

Duties:

The incumbent performs manual, at times physically demanding, semi-skilled work required for the maintenance and renovation of NL Housing units, as well as upkeep of the grounds. The primary duties of this position will include assisting trades staff in replacing drywall, tiles, windows, doors, and frames, as well as participating in mold/mildew remediation work. The incumbent will also support Crew Leaders in tasks such as the collection of bulk garbage, weekly civic garbage, the removal of garbage and debris from vacant units, and the delivery of tools, equipment, and materials. Additional duties will include unloading trucks/trailers, keeping worksites clean from debris, moving appliances, and cutting construction materials. Other duties may include custodial work such as mopping, polishing, and vacuuming floors; dusting and cleaning common areas including any bathrooms; shoveling snow and salting walkways; and mowing lawns. The work of the position is often labor intensive and is performed inside (both occupied and unoccupied units) and outside, sometimes in adverse weather conditions. It may involve the safe use of various tools used for construction and maintenance, as well as the use of a corporate-owned vehicle.

Criteria

Screening Criteria:

  1. Completion of high school, supplemented by coursework in any building trade (equivalencies may be considered)
  2. Experience in the building trades (semi-skilled level)
  3. Experience in ground maintenance (asset)
  4. Custodial experience (asset)

Assessment Criteria:

  1. Knowledge of the building trades at the semi-skilled level
  2. Knowledge of grounds maintenance and the tools and equipment used in the performance of such work
  3. Knowledge of custodial practices, including care and use of related equipment
  4. Knowledge of safe work practices, including the use and storage of chemicals and solvents
  5. Ability to effectively exchange information
  6. Ability to manage time and tasks while working independently
  7. Relationship building

Conditions of Employment

Conditions of Offer:

  1. Proof of a valid class 5 driver's license
  2. An acceptable driver's abstract
  3. An acceptable Certificate of Conduct

Conditions of Acceptance:

  1. Willing to accept requirement for access to private transportation for business purposes
  2. Acknowledgement of requirement for heavy lifting (greater than 50 lb)
  3. Acknowledgement of prolonged periods of standing/walking
