Who you are

You have a worked in budgeting and business planning for a minimum of 6 years. You have experience in financial information systems, express budgetary details and complex facts, detailed data analysis and managing staff. You have Microsoft Office applications, , software and applications specifically Microsoft excel and data analysis applications, planning and organization skills and consulting skills.

The successful candidate will possess the following behavioral competencies: analytical thinking/judgement, change leadership, process improvement, system transformation, client service orientation, information seeking, results orientation, team leadership.

Successfully completed a university degree in Business Administration, Commerce, Accounting, or a related field and CPA designation is required.

6 Years of experience required related to this field

Written and spoken competence in English is required at an advanced level.

What you will do

Reporting to the Vice President of Finance and Chief Financial Officer, the Regional Director of Budget and Business Planning is responsible for the strategic leadership of the budgeting process of Horizon Health Network which has an overall operating budget of $1.3 Billion. The Regional Director of Budget and Business Planning must have a broad understanding how operational processes impact the budget direction of the organization. Regional Director of Budget and Business Planning is responsible for budget control mechanisms which a integrated throughout the organization. The Regional Director of Budget and Business Planning is responsible to plan, organize, direct, monitor and continuously improve the Budget and Business Planning function for Horizon Health Network. The Regional Director of Budget and Business Planning will lead and build a capable and multi skilled team to effectively meet monthly workload while coaching and developing individuals. As the process owner of the Horizon Budget and Business Planning function, the Regional Director of Budget and Business Planning will work collaboratively with multifunctional teams to ensure the overall high system performance within the budgeting and planning process.

Key responsibilities of this position are:

  • Provides overall leadership and direction with respect to annual Horizon budget formulation, analysis, review, and control processes.
  • Lead business planning activities including the development and assessment of business cases
  • Provides direction and advice to the organizations senior leadership team help guide financial business decisions.
  • Provides leadership, guidance, and mentorship to 11 frontline staff located in different geographical areas of Horizon.
  • Leads process improvement initiatives within the Budget and Business Planning portfolio in conjunction with key stakeholders
  • Directs the monthly variance process which analyzes financial information for the purpose of providing year end forecasts for Executive Leadership Team, Board of Directors, and Department of Health
  • Directing, leading, and developing staff within the Budget and Business Planning portfolio
  • Liaises with provincial governments departments and stakeholders
  • Develops Budget policies and standards

This position may require some travelling within the province, therefore candidates must possess a valid New Brunswick drivers license.
