Human Resources Consultant

As WorkplaceNL's Human Resources Consultant (HRC) you will be accountable for the administration of benefits programs and pension plans, while understanding the general principals of payroll. You will assist with talent acquisition, recruitment and onboarding, and will be involved in labour relations matters as it relates to recruitment. As a member of the HR Service Centre team, you will troubleshoot complex Human Resource Information System (HRIS) issues and provide user support and training related to the system.

Role Responsibilities

  • Serves as the initial contact for employees regarding benefit programs including the interpretation, application eligibility and cost of the various benefit programs.
  • Coordinates all the functions related to the administration of the Public Service Pension Plan (PSPP) and the Government Money Purchase Plan (GMPP).
  • Determines eligibility and ensures processes are followed for enrollment, periods of leave, prior service contract purchases, service transfers, termination and retirement.
  • Completes all functions associated with the recruitment process, promoting consistency, equity and fairness across all job competitions.
  • Completes onboarding and assists with the administration of employment separation and related documentation, including exit interviews to identify relevant employment issues, trends and advising employees of appropriate options.
  • Collaborates with members of the HR department, HR Service Centre, and other departments to ensure the HRIS is functional and efficient, generating reports and analytics.
  • Provides user support and training related to the HRIS, troubleshoots complex issues that arise.
  • Provides back up support to the HR Service Centre team members, as needed to maintain client service delivery.

Essential Skills & Qualifications

  • Bachelor of Commerce or Business Administration degree from a recognized post-secondary institution.
  • Two years of directly related HR experience, preferably in the public sector and a unionized environment, in benefits administration, recruitment, labour relations, HRIS software and demonstrated experience in analytics producing HR metrics/reports.
  • Broad and extensive knowledge of HR practices, policies and principles.
  • Experience using the following computer software applications:
    • HRIS software applications
    • Microsoft Excel
    • Microsoft Office Suite applications
  • Soft skills:
    • Excellent analytical and problem-solving skills.
    • Strong verbal and written communication skills.
    • Ability to diffuse and manage conflict.
    • Client service-oriented.
