Regional Chief Medical Information Officer

Horizon Health Network is seeking a Chief Medical Information Officer (CMIO) to provide clinical and informatics leadership to inform strategic planning and act as a liaison between clinical stakeholders and operational teams. The successful candidate will be responsible for creating, supporting, maintaining, and reporting of medical information standards and collaboratively leading the informatics program across Horizon to promote safe, high quality and efficient patient care.

The Regional Chief Medical Information Officer will work closely with medical leaders and regional clinical leaders to provide strategic medical leadership for clinical planning, implementation, and sustainment of digital initiatives. The CMIO will also be responsible for driving the Horizon vision, driving regional clinical alignment, and enabling effective best practice clinical decision making.

The Chief Medical Information Officer role will divide responsibilities between the Clinical Information Solution Program (50%) and a combination of other CMIO functions and clinical practice work. Consideration will be given to the amount of clinical work that the successful candidate requires in their area of practice in conjunction with the CMIO work.

Clinical Information Solution (CIS)

New Brunswick is planning to move from a collection of standalone hospital information systems toward a standardized, integrated Provincial CIS. This new CIS is expected to support the achievement of Provincial Health Plan priorities, including improved patient safety, clinical support, and quality in hospitals. Horizon Health Network is a key partner in this plan and needs clinical leadership to make it happen. With a vision for shaping the health system, the Horizon Health Network Chief Medical Information Officer will work collaboratively with key stakeholders to maximize the value of a new provincial CIS.

Working with the Provincial Chief Medical Information Officer and the Regional CMIO for Vitalité Health Network, a key part of this role will be to engage with physicians to improve clinical workflow and business processes. The Horizon CMIO will provide clinical input and rally Horizon physicians around the need for, and implementation of, a provincially standardized, and integrated CIS. The Medical Information team, composed of the Provincial and two Regional CMIOs will be accountable to the Assistant Deputy Minister, Clinical Information Solution.

The Clinical Information Solution (CIS) responsibilities are for a 3-year period with a possibility of renewal and has an expected time commitment of two days per week, which may vary depending on the phase of the project.

CIS responsibilities will include:

  • Providing leadership to a change management team who will develop and execute the CIS Program physician adoption and engagement strategy.
  • Ensuring the new CIS meets physician needs, while managing the expectations of the clinical community.
  • Collaborating with stakeholders to ensure maximum physician preparedness for the business process transformations required to implement a provincial CIS.
  • Being responsible and accountable for the management and oversight of physician-based CIS content, including orders, order sets and physician documentation.
  • Participating on the CIS Physician Practice Committee and identify and mentor physician leaders across the hospital sector in preparation for the provincial CIS implementation.
  • Building health informatics interest and capacity among interested physicians.
  • Serving as a liaison between clinical teams, IT experts, and executive leadership, facilitating effective collaboration among groups with different priorities.

Other CMIO Responsibilities

  • Mentoring and leading physician stakeholders in the acquisition, implementation, and ongoing support of technology solutions that are used in the provision of patient care. Being responsible and accountable for the development and implementation of metrics for provider training, adoption, and usability for clinical systems and analytics solutions.
  • Collaborating with provincial health stakeholders in the design, implementation, and ongoing support of analytics and business intelligence solutions that can be leveraged to optimize heath system efficiency and reduce variance in care processes.
  • Ensuring ongoing knowledge of technology advancements in the health sector, including predictive models, artificial intelligence, precision medicine, and other tools for clinical decision support and workflow optimization.
  • Maintaining ongoing knowledge of all national and provincial regulatory requirements that affect patient care and hospital operations requiring updates or enhancements to existing information technologies or the implementation of new technology solutions.

You have a university degree in Medicine and have practiced as a physician for at least ten (10) years and a minimum of five (5) years in and senior leadership role. You are eligible to be licensed with the CPSNB (College of Physicians and Surgeons of NB) and have the national certification with the College of Family Physicians of Canada or the Royal College of Physicians and Surgeons of Canada.

You will embody excellence in collaboration, strategic decision-making, and communications. In addition, you have considerable knowledge of health system operations, clinical workflow, business processes, and an understanding medical regulatory and privileging processes. You have experience engaging varying groups of physicians to build consensus and acceptance around a large project.
