LinkedIn Position Overview:

Under the general supervision of the HAF Project Manager, you will be part of a high-caliber cross functional team leading two key initiatives under the City of Saint John Housing Accelerator Fund (HAF) Project while also providing support for the other initiatives where needed. The Housing Accelerator Action Plan includes the following eight initiatives:

•Developing a new North End Secondary Plan.

•Creating a Housing Concierge Program to support developers in constructing market housing.

•Unlocking Gentle Density by advancing missing middle housing and encouraging the use of accessory dwelling units and secondary suites throughout residential areas of the City.

•Developing new grants and incentives to support the development of much needed affordable housing.

•Leveraging Public and Underutilized Lands to develop new residential units throughout the city.

•Amending the City's zoning by-law to permit increased density and height in residential zones throughout the city.

•Rolling out a new E-Permitting system though the city's award winning One Stop Development Shop to facilitate timely and informed development approvals.

•Governance Reform to enable the full development of the action plan.

Key Responsibilities:

You will be leading the Unlocking Gentle Density and E-Permitting Initiatives and tasked with completing deliverables aligned with those initiatives including:

•Development and implementation of grant incentives to support development of "missing middle" housing forms.

•Identification, procurement and delivery of pre-designed building schematics to speed up the permit review process.

•Working with the cross-functional team to support required by-law amendments.

•Identification, selection, and implementation of a new e-permitting solution.

•Take a collaborative, innovative approach to achieving the project goals and objectives by consulting with internal and external stakeholders.

•Creation of project documents and deliverables including RFPs, training and reference materials, standard operating procedures, etc.

Working with the Manager of Customer Service and Operations with the One Stop Development Shop to:

•Review and update external business processes, internal administrative processes and related One Stop procedures to ensure they meet operational needs, customer service expectations and legislative requirements.

•Gather insights from related agencies and stakeholders, to determine the evolving needs of developers and property owners as they relate to One Stop Development Shop and recommend alternative and innovative forms of service delivery.

•Foster changes in the organization with an emphasis on the integration of sound business practices, including the development and implementation of quality customer service improvement methodologies to drive growth and housing outcomes.

Essential Qualifications:

The ideal candidate will have a Bachelor of Science in Engineering degree, preferably Civil. The incumbent must be a member-in-training or be eligible for enrolment as a member-in-training with APEGNB. A minimum of 2 years of engineering experience working on long-term, multi-faceted projects is required.

The following would be considered an asset:

•Knowledge and understanding of development approvals, permitting, inspection and enforcement processes and procedures.

•Knowledge of Lean Six Sigma and Continuous Improvement methodologies.

Essential Skills and Abilities:

•Ability to work independently and adapt to time constraints and changing priorities.

•Working knowledge of Microsoft Office (Word, Excel, PowerPoint, and Outlook).

•Time management, organizational skills, and the ability to multi-task.

•Highly organized, consistent, methodical, professional approach.

•Interpersonal skills with ability to build work relations and work both independently and as a member of a team.

The successful applicant will be eligible to work a compressed work week of 4 days (Monday to Thursday) throughout the trial period of the City's recently adopted Compressed Work Week Trial. This schedule is subject to change.
