Title : Public Health Manager

In this role, you will :

  • Provide technical support to Syrian Arab Red Crescent (SARC) in their efforts to scale up a Public Health in emergencies (PHiE) sector/unit for current and future health emergencies.
  • Develop necessary guiding documents, e.g. vision, strategy, Standard operation procedures, and identify priorities for the PHiE unit.
  • Support in the development and implementation of joint project work plans and timelines, and continually assess alternative activities and opportunities to strengthen and improve project effectiveness and efficiency within the dynamic context of Syria.
  • Support in the development, evaluation, maintenance and updating as appropriate the SARC Public Health Emergency Preparedness and Response Plan.
  • Maintain close coordination with the SARC Health Department and other relevant SARC departments and facilitate local response to health emergencies.
  • Support the design/ adaptation maintenance of rapid and secure disease reporting mechanisms for early detection and response during public health emergencies and during any other emergencies adopting an all-hazards approach working closely with movement capacities.
  • Provide support in strengthening SARC PHiE technical skillset through high-level training and identify any Movement-wide training opportunities.
  • Support SARC in identifying and strengthening linkages between ongoing response and preparedness for future responses including integration of existing lessons learned.
  • Technical support to SARC's new emergency mobile clinics configuration including readiness and response.
  • Participate in National Society Development (NSD) initiatives with a focus on (public) health in emergencies.
  • Design inputs to support SARC in strengthening its relevance and effectiveness as a local health actor.
  • In collaboration with SARC, use systems/perspectives/recommendations from National Society Development and preparedness approaches.
  • Contribute to the integration of cross-cutting sectors including Community Engagement and Accountability (CEA) and Protection, Gender, and Inclusion (PGI).
  • Provide support on day-to-day representation/coordination efforts at Damascus level, program management and administration, under the leadership of the CRC Representative in MENA.
  • Provide support to the CRC Representative in MENA on security monitoring, analysis, coordination, and logistics in Syria.

What we are looking for :

  • Degree and Master's degree in a health-related field, public health, or related field or/and combination of education and work experience.
  • Minimum 3-5 years of public health leadership experience managing or advising technically complex health programs in complex, fragile settings; or experience within Red Cross/ Red Crescent or similar humanitarian organization is required.
  • Fluency in English. Knowledge of Arabic is preferred.
  • Experience in program management and demonstrated experience in senior level representation.
  • Experience in living or working in a cultural context other than their own.
  • Training or equivalent experience on Security training (including Stay Safe, HEAT, SiCE and/or other specific training courses).
  • Project management certification or related courses or experience is a strong asset.
  • Ability to make decisions in conditions of uncertainty and work independently.
  • Capable of handling extreme stress and, working under pressure in a rapidly changing and insecure environment.
  • Ability to work with limited resources, demonstrate innovation in problem-solving.

Working Conditions :

  • In additional to the salary band, we will offer benefits and additional allowances as part of the total compensation package. Additional allowances includes: Daily Subsistence Allowance, hardship allowance, vacation, Insurance coverage, Rest and Relaxation and others.
  • This is an unaccompanied position based in Damascus, Syria with occasional travel to region and some remote locations. Working in Damascus can be very demanding, both physically and psychologically and Delegates can be confronted with several psychosocial risks, including concerns about their security, confinement, lack of privacy, cultural adaptation, long working hours, high workload, job security, and internal conflicts.
  • CRC supports a safe working environment and comfortable accommodations; however, delegates must be aware of and responsible for their own personal safety and that of employees under their supervision.
  • Difficult working conditions are expected, including:
    • Very basic living conditions with intermittent electricity, internet, and other basic services.
    • Long hours of work in a demanding context with limited resources.
    • The ability to work in a high risk , fluid and evolving situation may be required , as is the ability to work in stressful and often ambiguous conditions.
    • Stressful rapidly changing environment with limited information to make decisions.
    • In some contexts, legal frameworks and institutions to enforce the rule of law are largely undeveloped.
    • In some remote areas access to healthcare could be limited or non-existent.
    • Issues of access and mobility due to the dynamic nature of an emergency situation and proximity to disaster-affected area.
    • Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria.
