Who we are:
The Department of Education and Early Childhood Development regulates Early Learning and Childcare services through legislation and policies. We are responsible for licensing childcare facilities, including designating Early Learning and Childcare facilities, and monitoring compliance to all legislation and policies for supporting improvements to increase quality of service.

The opportunity:
The Department of Education and Early Childhood Development (EECD) is seeking an individual to join the Early Learning and Childcare Services branch in the Moncton region, in the position of Quality Assurance Monitor.

Reporting to the Manager of Early Learning and Childcare, the Quality Assurance Monitor works with a team of Inspectors/Investigators to primarily support early learning and childcare facilities in achieving and exceeding the requirements of the Early Childhood Services Actwith the goal of enhancing the quality of services and ensuring the safety, security and well-being of children in care. The Quality Assurance Monitor works with operators prior to initial licensing to prepare for the delivery of quality services, and after licensing supports operators with addressing areas requiring improvement to continue to satisfy licensing requirements, or to achieve the goals identified in continuous improvement plans.

Responsibilities of the Quality Insurance Monitor

Licensing, Designation and Monitoring Inspections:

  • Supports Operators who are preparing to apply for licensing and/or designation to ensure that all conditions for licensing and/or designation are met.
  • Conducts unscheduled monitoring inspections of licensed early learning and childcare facilities to address any immediate concerns impacting the safety, security and well-being of children or compromising the quality of the learning/childcare environment.
  • Issues orders for compliance or recommend suspension or revoking of licences.
  • Assesses the quality of the learning environment and provides support to administrators and educators with a goal of enhance the quality of services.

Enhancing Quality of Services:

  • Develops and implements strategies that support improving the quality of services provided.
  • Evaluates the implementation of the curriculum framework, the development and implementation of inclusion plans, and quality improvement plans.
  • Observes pedagogy approaches, reviews materials, and resources, observes interactions with children, assesses inclusion approaches, and provides coaching and support when required.
  • Identifies and facilitates the assistance and support of specialists within the Department as needed.

Conducts Investigations into Complaints:

  • Conducts preliminary discussions and gathers information in response to complaints and incidents regarding the safety, security and well-being of children or the quality of the learning/childcare environment.
  • Conducts investigations into a complaint that is assessed at being a low to moderate risk to the safety and security of children or of low to moderate impact on the quality of the learning environment.

Strategic Relationships

  • Responsible for developing, maintaining, and enhancing professional relationships with the operators, administrators and educators of early learning and childcare facilities.
  • Develop a network of resources and a comprehensive understanding of the programs and services that may be available to operators from a variety of Departments and service providers.
  • Strategic and operational planning; the review of program standards, policies, and procedures; the development of unit work plans

Work environment:

  • Office location: Moncton
  • Consists of field work within the following areas": Richibucto Region, Bouctouche Region, Shediac Region, Dieppe/Moncton/Riverview Region, Peticodiac Region, Alma Region and Sackville Region.
  • Standard hours of work: Monday - Friday, 8:15-4:30, although some work outside these hours may be required.

Need to have:

  • Bachelor's degree in Early Childhood Education, Education, or Social Sciences and a minimum of four (4) years related experience, where two (2) years should be in early childhood; An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required for the position. Please state your language capability on your application. Level 3(advanced) is required for the position which is able to speak the language with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations in both professional and social contexts.

Nice to have:

  • Interpretation and reinforcement of legislation and/or conducting inspections/investigations.
  • Experience and knowledge in early childhood programs and services.
  • Certificate of Completion - NB Early Learning and Child Care Curriculum Framework or Curriculum éducatif pour la petite enfance francophone du Nouveau-Brunswick.

Operational requirements:

  • Possession of a valid class 5 driver's license as issued by the Province of New Brunswick is also required and own use of transportation.
  • Travel within the province is required.

Wage:
Pay Band 4: $55,640 to $77,818 annually.
