The incumbent will work in collaboration with the Senior Manager - International Support Team, the Field Representatives and relevant Heads of Region, and the programmatic oversight of the Senior Director Programs. The incumbent is responsible for supporting the strategic objectives and the successful implementation of International Cooperation's (IC) programs/ projects and other initiatives of the Canadian Red Cross Society (CRCS) in the assigned countries/regions. This position aims to sustainably strengthen CRC's work with National Societies and their collaborative processes to effectively manage complex grants, using a results-based management framework and tools for effective international assistance.

In this role, you will:

Responsibility 1 - Support to international service lines and program management

  • Provides operational management support to the CRC Field Representative and field teams; Support Heads of Region and Director Programs with operational analysis and provide recommendations as appropriate.
  • Coordinates and manages the National Office support required for implementation of CRC's operations within the designated countries/regions, ensuring the effective coordination of inputs from other CRC departments including identifying the tasks required for each phase of project management cycle and coordinating with the appropriate teams to ensure quality implementation and accountability to donors and external stakeholders based in Canada.
  • Ensures deadlines and processes are accomplished as per CRC quality and accountability standards including project expenditure and budget compliance.
  • Organizes, summarizes, compares, and explains program related information to inform strategic planning and provide recommendations as appropriate.
  • Supports the financial forecasting, budgeting, reporting, implementation, monitoring, and performance to budget analysis for each designated country/region in coordination with the field team and CRC finance team.
  • Coordinates with finance to set up coding structure for new projects, support Program associate in finance administrative work, following up on wire transfers - in contexts where there are sanctions or unusual processes.
  • Reviews and analyzes monthly financial reports and performance to budget report, verifies accuracy of budget codes, monitors progress of financial expenditures, and provides the relevant manager with an overview of the analysis, flagging concerns or issues for consideration for effective internal control of the assigned project budgets.
  • Analyses opportunities for program development as recommended by Field Representatives and provides technical support for program development.

Responsibility 2 - CRC Representation and Coordination

  • Monitors information provided by field teams about projects and activities taking place in relevant programming areas and acts as first point of contact for program inquiries from and to the CRC National Office and Canada-based stakeholders.
  • Acts as main program interface and relationship holder with program level Ottawa-based Government of Canada representatives and other relevant Canadian-based partners, including humanitarian actors, government bodies, academia, and communities to support coordinated programming in coordination with FR, identifies and develops relationships with relevant key RCRC Movement actors, GAC and diaspora communities in Canada as needed.

Responsibility 3 - Security and Risk Management

  • Maintains security situational awareness in coordination with CRC monitoring colleagues, and information provided by field.
  • Coordinates with field representatives and risk management on Country Security plans and procedures, reviewing security umbrella agreements with ICRC, ICRC, NS etc.
  • Participates in risk management analysis and business continuity, to ensure the effective application of Movement and CRC security protocols.
  • Complete relevant training regarding security management in insecure environments.

Responsibility 4 - Supports an effective team

  • Fosters teamwork and the efficient operation through a professional exchange of experiences and expertise that can be transferred to other areas of work; and support the work of IC by participating in the planning and development activities of the department.
  • Ensures sharing and dissemination of project related materials to all concerned actors in the team and with the Canadian Red Cross Society. Adapts field reports for various audiences, as required.

What are we looking for:

  • University Degree in international development/relations, project management or comparable related degree.
  • 3-5 years' experience with an international organization, including experience managing multiple and complex projects.
  • Strong, clear and compelling written and oral skills in English, and Spanish is required; fluency in French is an asset.
  • Demonstrated experience in international project management methodology, including of results-based management (RBM) tools.
  • Proven experience in managing projects (including attention to detail and working with tight deadlines), budgets, and personnel.
  • Strong analytical and problem-solving capacity and demonstrated ability to communicate effectively orally and in writing, particularly in program proposals, operational workplans, reports and public materials.
  • Knowledge of CRC IO systems and processes (IO AX, PIMS, etc.) is a significant asset.
  • Strong financial management skills and ability to develop, manage, and monitor budgets.
  • Ability to analyze and synthesize complex information, produce engaging presentations and reports, and communicate key concepts to a variety of audiences.
  • Good understanding of donor compliance requirements.
  • Good understanding of monitoring, reporting and evaluation mechanisms.
  • Ability to work well under pressure and work to deadlines.
  • Resilience and adaptability to changing circumstances and an evolving environment.
  • Proven ability to be a supportive and productive team member.
  • Up-to-date computer skills in MS Office Applications.

Working conditions:

  • The majority of the work is performed in a clean and comfortable environment.
  • May include long to moderate hours sitting and using computers and office equipment.
  • May be required to some light lifting of supplies and materials from time to time up to 20kg (or another weight).
  • Ability to work non-traditional hours on short notice.
  • Ability to work in stressful and often ambiguous conditions.
  • This position required domestic or overseas travel to attend conferences, workshops and meetings as required.
  • If required, and eligible, periodic travel to country operations may be required. Field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts and requiring very strict adherence to security regulations.
  • Must be able to be medically cleared before travel in accordance with established CRC medical criteria.
