Budget Technician, Temporary Full-time to February 28, 2025 (with possibility of extension)
Budgeting, Sustainability, MIS/Data Quality Department (NLHS-Central)
James Paton Memorial Regional Health Centre, Gander, NL

Definition of work: This position is accountable to support the Director of Budgeting in directing, coordinating, implementing and evaluating the budgeting, financial planning, and reporting services of Central Health and other related entities in accordance with departmental, government, and professional accounting regulations and procedures. The successful candidate must demonstrate an awareness of and be responsible for promoting and supporting person-and family-centered care, demonstrate a commitment to safety, and partner with all team members to improve worker and patient safety by integrating safety into work practices, identifying risks and implementing improvements. This position reports to the Manager of Budgeting.

Key Responsibilities:
This position is accountable for assisting in the preparation, monitoring, processing, and analyzing of assigned budget activities and the development and maintenance of expenditure and revenue forecasts for the Central zone of the NLHS. Other accountabilities include the provision of technical and informational assistance to directors and managers during the budget preparation process and throughout the operational year. The largest external user is the Department of Health and Community Services (DHCS) as well as both the provincial and national centers for Health Information.

Required qualifications:
* Post-Secondary degree or diploma, preferably in IT, Commerce, Business Administration, or Economics with major focus in IT, accounting and/or finance.
* Progressive experience in IT, financial operations, preferably in a healthcare environment (a minimum of three (3) years of progressive experience within the last five (5) years).
* Demonstrated experience and knowledge in data management, financial analysis, budgetary preparation concepts.
* Strong working knowledge of Microsoft Excel, and scripting methods for data extraction and analysis of large databases (knowledge of Meditech and COGNOS are assets).
* Demonstrated strong interpersonal, organizational and computer skills.
* Demonstrated ability to function effectively in a high pressure, diverse and changing environment.
* A satisfactory record of work performance and attendance.
* A satisfactory certificate of conduct from the RCMP or local police authority.

Hours of work: 70 hours bi-weekly
Salary: HL-17 ($59,030 - $76,739)
