District Operations Manager, Temporary Full Time,
Paramedicine and Medical Transport, Location: Springdale District

Definition of work:
Reporting to the Regional Manager of Paramedicine and Medical Transport, this position is responsible and accountable for ensuring operational readiness of the Central Zone ambulance system. The incumbent will monitor, evaluate and supervise Paramedicine and Communications Center Staff and provide support to Private and Community Operators and the Non- Medical Transport Program. The successful candidate will support and manage Community Paramedicine in the Region, and oversight of logistics personnel.

The incumbent will participate in the strategic planning for the land ambulance service; contribute to budget development and monitoring activities; and perform other administrative functions. The successful candidate will be expected to work closely with operations managers from other zones in the province.

This position functions with a high degree of independence and accountability within the mandate, vision and values of the organization. The incumbent is responsible for program delivery which includes development of program polices, protocols and standard operating procedures; operational reviews and implementation of new technologies; change management; managing deployment of operational resources; maintaining clinical proficiency; and time-dependent compilation and analysis of operational information.

The incumbent will provide on-scene supervision in the Emergency Operations Centre to support operations during emergency medical calls and Incident Command of medical transport resources during disasters and major incidents. The Divisional Operations Manager may provide direct patient care and other related duties as required.

The successful candidate must demonstrate an awareness of and be responsible for promoting and supporting person-and family-centered care, demonstrate a commitment to safety and partner with all team members to improve worker and patient safety by integrating safety into work practices, identifying risks and implementing improvements.

Required qualifications:

* Completion of an Advanced Care Paramedic (ACP) Program (preferred) or Primary Care Paramedic (PCP) Program, an ability to be registered as an ACP or PCP in Newfoundland and Labrador, or completion of a bachelor's degree in a health related field is required.
* Three (3) years of primary, advanced or critical care paramedic prehospital transport experience in an EMS system is required. A minimum of five (5) years of management experience in a complex, geographically dispersed environment is preferred.
* Excellent interpersonal skills and the ability to relate to the public, staff and associated health care providers.
* Knowledge of Eastern Health, DOHCS Provincial Ambulance Policies and Procedures and all related legislation.
* Computer literacy in a Windows environment.
* Proven skills in conflict management, Labour Relations and ability to work with all stakeholders.
* Excellent oral and written communication skills.
* Manage change through leading and empowering staff.
* Management skills acquired through experience in group facilitation, change management, and team building.
* Ability to interpret policy and procedure issues and educate staff.
* Ability to engage staff in improvement and development of service provision.
* A satisfactory record of work performance and attendance is required.
* Possess a valid Class 4 Drivers license with a clear drivers abstract.
* A satisfactory criminal records certificate with vulnerable sector check from policing agency
* Must be able to obtain Newfoundland and Labrador registration and certification at the level of Paramedicine trained at.

Hours of work: 70 hours biweekly (On call may be required)
Salary: HL 22 ($75,022 - $97,529)
