Reporting to the Executive Director, the District Director is accountable for the effective, economic, and efficient delivery of housing agency programs, client relations, and property management for their assigned housing portfolio. The District Director must formulate and implement short and long-term strategies and business plans to maximize the integrity and longevity of the housing stock and provide safe and healthy accommodations for clients within their district. The District Director is responsible for leading their organization through client service transformation in a client-first work environment.

Responsibilities
  • Direct, manage and lead a diverse professional, technical and administrative workforce to achieve the goals and objectives of the Nova Scotia Provincial Housing Agency mandate. This includes leading a quality and professional staff complement through ongoing workplace analysis and employee engagement initiatives, engaging employees so they can provide input, and ensuring change in culture by creating an environment where we are recognized as one of the best employers. The District Director ensures the delivery of programs, ensures leaders have the necessary tools and knowledge to acquire, engage, recognize, and grow employees through programs such as performance management, training and development, recruitment, and retention; and maintaining harmonious labour relations within a unionized environment.
  • Ensure that employees and contractors carry out their job functions safely and in accordance with legislation and corporate policies and practices. Ensure that all financial responsibilities are managed and executed in a responsible, ethical, and professional manner. This includes ensuring capital and operating programs against expenditures and revenues; leading the implementation of effective procedures for rent collections and handling cash; maintaining appropriate unit turnover times, monitoring arrears, The District Director is also accountable for creating business cases that support funding requests to sustain the portfolio through the preparation and timely supply of comprehensive operating and capital budget information.
  • Enhance tenant relations and involvement through initiatives which promote tenant inclusion in program/policy design, increased sense of responsibility for their role in maintenance of housing properties, exceptional client service delivery practices and maintenance of properties to a reasonable community standard.
  • Implement a risk assessment and risk management program for all properties to a corporate standard which manages liability and life cycle costs and has in place, viable emergency response plans for situations such as evacuation procedures due to fires, floods, epidemics, etc.
  • Protect and improve on government's property investment through analysis and determination of priorities, and the disbursal of approved funds in conjunction with establishing effective preventive maintenance and modernization programs, and appropriate security services.
  • Direct and lead the team in planning, negotiating, tendering, and evaluating all forms of contracts such as collective agreements; construction contracts; servicing contracts; materials procurement; social contracts with tenant groups; and with non-profit/private landlords. An important component is assuring good value for resources expended through an effective and competitive public tendering and contract award process in compliance with government procurement policies and procedures. The incumbent must ensure fairness and value while protecting the position of the Nova Scotia Provincial Housing Agency.
  • Ensure fairness and equal access in the allocation of housing units by implementing corporate policies intended to an equitable and responsive selection process for new tenants. This responsibility includes the administration of a criteria based and transparent process for intake and review of applications and advancing selection recommendations accordingly to the Board. The incumbent is accountable to the Tenant Relations Board on matters of tenant complaints and appeals.
  • Provide the Executive Director with all information, counsel and recommendations required in order that the affairs of the Housing Agency may be carried out in a professional manner.
  • Act as a spokesperson to the media and public bodies with respect to all matters of the public interest, including sensitive issues where the privacy of individuals is paramount while promoting a positive image of social housing and its reputation for fairness and equality. May perform other related duties as assigned.
Qualifications
  • Bachelor's degree in a related field plus several years progressive management experience. Senior level experience in property management and supervisory experience in a unionized environment preferred.
  • Experience overseeing the implementation of internal policies, procedures, and practices.
  • Strong financial acumen including budgeting, expense control, forecasting and analysis.
  • Demonstrated ability to build constructive and collaborative relationships with clients; staff; contractors; community groups; and other external organizations and union groups, focusing on fostering cooperative and collaborative working relationships and working effectively as a team leader in a team environment.
  • Ability to effectively problem solve when faced with unique and complex situations that require a swift resolution while remaining cognizant of legislative requirements.
  • Ability to think strategically, analyze and resolve problems with broad implication, and adapt and work effectively when confronted with an ever-changing environment and variety of situations.
  • Ability to communicate clearly and effectively in presentations and report writing.
  • Skilled in negotiation and dispute resolution is essential.
  • Possess a valid Nova Scotia driver's license with access to a reliable vehicle for work purposes.

Assets

  • Eligibility for membership in the Real Estate Institute of Canada as a Certified Property Manager (CPM).
  • Business process improvement expertise and service delivery experience.
