In collaboration with their Emergency Management colleagues, the successful candidate will lead emergency and community health interventions for the Canadian Red Cross (CRC) in Quebec. This will enable the Red Cross to quickly and effectively deploy the state-of-the-art support needed during epidemics and natural disasters as well as more long-term support for target groups in certain communities.
To achieve their objectives, the incumbent will build collaborative relationships with a network of provincial and regional health partners in their area to understand the needs in Quebec and identify opportunities to leverage the Red Cross's expertise and programs.
The successful candidate will serve on the Quebec leadership team and will contribute to the success of the matrix model, improve the organization's agility and interoperability, implement innovations and lessons learned, and ensure robust risk management.
The duties and responsibilities of this position are divided into several areas:
Responsibility 1: Provide strategic leadership regarding public, mental, and community health, as well as prevention
  • Lead the evolution, development, and delivery of health care services to position the CRC Cross in Quebec as a partner of choice in emergency, community, mental, and Indigenous health services.
  • Identify relevant opportunities in Quebec to support needs related to health emergencies, natural disasters, mental, community and Indigenous health, opioid harm reduction, prevention and safety, and other areas.

Responsibility 2: Develop and maintain strategic relationships within the CRC, with health care partners in Quebec, and with other stakeholders
  • Build and maintain relevant relationships, agreements, and alliances with various organizations, universities, and government partners regarding health care opportunities and initiatives.
  • Represent the CRC at various forums and in meetings with internal and external partners.
  • Manage key health partnerships and agreements.
  • Support the submission of abstracts and facilitate and present at key health conferences to showcase the work of the CRC and its partners.

Responsibility 3: Management
  • Help shape the department's overall vision and direction.
  • Identify priorities and build relationships with colleagues on the leadership team and national teams.
  • Promote the consistent application of guidelines, procedures, and policies.
  • Oversee the development of staff work plans and professional development plans.
  • Foster teamwork through a professional exchange of experience and expertise that is transferable to other areas of work.
  • Support the implementation of Human Resources policies and best practices by encouraging professional development, celebrating successes, and creating a culture of inclusivity, support, collaboration, and innovation across all levels and departments of the organization.
  • Provide leadership on compliance with volunteer engagement and experience best practices.

Responsibility 4: Program quality and financial management
  • Monitor program performance indicators to assess overall results.
  • Analyze after-action reports and ensure that required improvements or changes are integrated to annual plans.
  • Alongside the Philanthropy department, build a case for supporting health and prevention programs.
  • Analyze government agreements, contracts, and grants, identify areas for improvement, and define standards for these agreements.
  • Ensure the effectiveness of the leadership and volunteer development strategy.
  • Lead the planning and preparation for health emergencies or other emergencies requiring the support of health and prevention programs.

We're looking for
  • Strong spoken and written communication skills in English and French.
  • A university degree in a discipline related to medicine or public health (e.g., public health, community health, mental health, Indigenous health).
  • A certificate in a field related to leadership, coaching, business administration, or health management (an asset).
  • At least 7 years of progressive health management experience in a related role.
  • At least 5 years of health program experience in fields related to emergencies, epidemics/pandemics, Indigenous health, community health, or primary health care.
  • Strategic thinking with experience developing, implementing, and monitoring strategic plans.
  • Experience assessing health needs and designing emergency health operations and/or community health programs.
  • A proven ability to lead teams in times of change/transformation and maintain a client/service-oriented approach.
  • A strong track record of leading, building, and engaging cross-functional staff in a complex matrix environment and developing talent, as well as proven experience managing a team of diverse professionals.
  • Experience within the Red Cross Movement (an asset).
  • A solid knowledge and understanding of the Quebec health care system and an established network of working relationships with provincial and regional health organizations.
  • Strong business acumen and effective problem-solving and management skills, including in strategic and operational planning, budget processes, resource allocation, evaluation and change management.

Working conditions:
  • This position is a full-time, permanent position.
  • The position is hybrid (in office and virtual/remote) and is based in Montreal.
  • The incumbent will be required to work outside of traditional working hours in the context of emergency responses.
