JOB PURPOSE:
Horizon Health Network (Horizon) is seeking an individual to join the Accounts Receivable Team as Assistant Manager of Accounts Receivable.
Reporting to the Regional Manager of Accounts Receivable, the Assistant Manager will be responsible to assist in overseeing the entire billing and collections process for Horizon Health Network. The Assistant Manager of Accounts Receivable is responsible to plan, organize, direct, monitor and continuously improve the Accounts Receivable function for Horizon Health Network. The Assistant Manager of Accounts Receivable will lead and build a capable and multi skilled team to effectively meet monthly workload while coaching and developing individuals.
QUALIFICATIONS:
  • Completion of a university degree in Business Administration, Commerce or a related field and a minimum of six (6) years related work experience to include experience with financial information systems, Accounts Receivable systems, detailed data analysis and managing staff is required.
  • Subject to the response to this competition, an equivalent combination of training and experience may be considered, or the required years of experience may be increased.
  • Ability to attend work on a regular basis.
  • Ability to perform the duties of the position.
  • Good work record.
  • Written and spoken competence in English is required.

ASSET QUALIFICATIONS :
Preference may be given to candidates who demonstrate they have training or experience in one or more of the following areas:
  • Successfully completed professional accounting designation (CPA);
  • Experience applying CRA rules and requirements;

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.
KEY RESPONSIBILITIES:
  • Provides leadership, guidance, and mentorship to 3 Accounts Receivable Supervisors with additional of 25+ frontline staff located in four different geographical areas of Horizon.
  • Collaboration with the Department of Health/Medicare and Physicians within Horizon Health Network.
  • Ensure the accurate billing and timely collection of other accounts receivable. This includes prioritizing projects and regular workload, and appropriately delegating the work and guiding supervisors in allocation of workload among staff members.
  • Develop and review team standard operating practices to ensuring high quality invoicing and collection procedures that comply with federal and provincial regulatory requirements.
  • As the owner of the Physician Payment Process, will work collaboratively with internal and external stakeholders, using process improvement tools to assist, create, support and evaluate strategies for service delivery and standardization.
  • Ensure the accurate and timely payment for physician remuneration throughout Horizon Health Network and recoveries from the Department of Health.
  • As the module owner of the complex and integrated billing and accounts receivable systems, will ensure the accurate flow of data from supporting interface systems. Responsible for testing system upgrades and will collaborate with other support teams to ensure timely, correct flow of information from one system to another.
  • Prepare monthly, quarterly, annual and ad-hoc forecasting reports.
  • Participating in special projects related to the process of recording, preparation, distribution and collection of billed accounts.

OPERATIONAL REQUIREMENTS:
This position may require some travelling within the province therefore candidates must possess a valid New Brunswick driver's license.
