Position Overview:
As the Manager, Employee and Labour Relations for the City of Saint John, you will provide leadership in maintaining a positive, productive and effective workplace focused on service excellence and innovation in service delivery. This position plays a key role in building a high performance public service through coaching, team-building and ongoing skills development. The Manager, Employee and Labour Relations is responsible for aligning ongoing labour relations initiatives with public sector best practices, the strategic direction of the organization and Council priorities.

Key Responsibilities:

  • Provide leadership and direction in enhancing employee and labour relations with a focus on both organizational and service excellence.
  • Develop and adopt innovative human resources management policies and practices that both meet and exceed legislative standards and public sector best practices.
  • Facilitate the development of cross-functional work teams.
  • Maintain effective working relationships with unions through clear communication, professional correspondence and solution-based approach to problem solving.
  • Conduct internal workplace investigations and facilitate external investigations.
  • Conduct and manage dispute resolution involving employees, management and unions.
  • Manage and participate in the grievance and arbitration processes.
  • Review and recommend employee disciplinary actions.
  • Handle work-based complaints from managers, employees and members of the public.
  • Ensure that the Commissioner of Human Resources and the Senior Leadership Team are kept abreast of emerging employment issues and labour market trends (both internally and externally).
  • Lead collective bargaining efforts and maintain up-to-date Terms and Conditions of Employment for Management/Professional Employees.

Essential Qualifications:

  • Candidates will have a minimum of a bachelor degree in a related field OR a law degree with experience in the practice of labour and employment law (or equivalent education and experience).
  • Candidates will also have a minimum of 7-10 years of progressive experience in labour relations.
  • Chartered Professional in Human Resources (CPHR) designation would be an asset.
