We are looking for aManager - Program, Health Emergency Response Unit. The ERU Program Manager builds relationships with Emergency Readiness and Operations team members, CRC support services and CRC advisory functions and creates an environment that leads to professional, high quality and results-focused project outcomes by providing an open and effective work environment that supports project team members to perform their job responsibilities to the best of their abilities while adhering to CRC policies and procedures.
The ERU Program Manager has financial oversight of the HERU Project and works closely with project managers, other departments, and within the ERU Program to ensure financial oversight for activities related to Health ERUs.
The ERU Program Manager supervises through matrix management the ERU Response Officer who acts as the project officer on the HERU project.
As a Manager - Program, Health Emergency Response Unit you will:
Project Management and Reporting
  • Project manage the Deployment of Health Emergency Response Units (HERU) project.
  • Manages the effective implementation of contractual relationships between CRC and Global Affairs Canada as it relates to the HERU project.
  • Oversees the establishment of project budgets, approves project's purchase requests, reviews expenditures regularly to ensure that projects are operating within approved annual budgets

Subject Matter Expert for ERU Training(s), Masterclasses and Learning Pathways
  • Engages and consults with ERU Program team members, as well as People Services L&D and Register Managers to formalize and steward learning pathways; ensuring resources are housed in relevant CRC systems and easily accessible to relevant ERU Delegate profiles.

Global ERU optimization and ERU system strengthening engagement with IFRC, ICRC
  • Supports CRC contributions to Movement wide initiatives focusing on ERU Optimization initiatives in coordination with Director, ERU and Director, International Emergency Response.
  • Supports the Global ERU Optimization initiative by acting as a core member of the IFRC Project Team as project lead for service lines.

Manages and supports effective project team(s)
  • Manages ERU Response Officer in their capacity as HERU Project Officer, through matrix management approach, direct line management of ERU Response officer is with ERU Coordinator.

What we are looking for:
  • Bachelor's degree in Disaster or Emergency management, Global Health, International Development, Project Management, or comparable related degree.
  • Minimum five to seven years of work experience in project/program management, and results-based management, including experience planning, monitoring, and evaluating projects.
  • Experience working with the IFRC global surge system/ERUs is a requirement.
  • Experience within the Red Cross Movement is required
  • Demonstrated experience in matrix people management
  • Experience in capacity-building programs/projects related to Disaster Management an asset
  • Experience in developing and reviewing operational processes
  • Experience in establishing and maintaining collaborative relationships with CRC internal and external stakeholders (Government of Canada and Movement).
  • Strong written and oral skills in English is required, with a second language is an asset.

Working conditions:
  • The majority of the work is performed in an environment which is mostly clean and comfortable.
  • Ability to work non-traditional hours on short notice.
  • Ability to work in stressful and often ambiguous conditions.
  • This position may require domestic or overseas travel to attend conferences, workshops and meetings as required.
  • If required, and eligible, periodic travel to country operations will be required. Travel for meetings and coordination with IFRC and ICRC may also be required. While most of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts.
  • Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria in positions where travel will be required.
  • Successful completion of a Canadian criminal record check and vulnerable sector check.
  • Full vaccination against COVID-19 is mandatory for this position and operation (the CRC will however adhere to its duty to accommodate those who are unable to be fully vaccinated for a reason related to a human right protected ground)
