DUTIES:
Reporting to the Deputy Treasurer, Taxation, Treasury & Financial Projects, this position will be responsible for the regular maintenance and monitoring of the City's investment portfolios. In accordance with the Ontario Municipal Act and the City's investment policy, this position will be expected to make recommendations with regards to the appropriateness of the City's investment mix and diversification of funds with qualified financial institutions so as to maximize annual investment yields for both regular operating accounts as well as special purpose accounts. Will ensure compliance with the Municipal Act legislation as well as the City's investment policies and procedures and report annual results of the investment portfolios. This position will also be expected to maintain and monitor the various banking systems currently utilized corporately so as to ensure that the most current platform is being used; will act as lead liaison between the City's financial business processing unit and operating departments to resolve technical and/or operational issues; will conduct annual audits relating to banking security access and assist with the completion of any banking related service agreements. This position will remain current on Payment Card Industry (PCI) standards related to protecting cardholders credit card data; working closely with the City IT department, assist with achieving PCI compliance as well as maintaining Annual compliance of PCI standards for the City of Windsor; develop and maintain policies and procedures and provision of in-house training; review and prepare other related documentation as required; will ensure on an ongoing basis that all third party software vendors used by the City validate/confirm their compliance; will work with the City's payment card provider where existing operating platforms are required to be updated; maintain various inventory listings including all credit card terminal models, locations, serial numbers etc. Assistance with budget development and variance reporting for the treasury area as well as several corporate accounts; will be responsible for regular and ongoing financial analysis and reporting of financial information/performance measures as required. Will prepare year end audit working papers and communicate with the City's auditors as required. Will be required to keep up-to-date in the field and remain aware of emerging trends or legislation to maintain a working knowledge to evaluate and implement changes in technology/procedures/processes. Will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program. Will perform other related duties as required.
QUALIFICATIONS:

  • Must have a Master's Degree in Economics, Political Science or Business Administration with a concentration in Accounting and/or Finance or Ontario Ministry of Education equivalency and a minimum of two (2) years progressive experience in preparing complex analyses and system integrations, utilizing advanced verbal and written communication techniques and time management skills;
  • OR Must have a University Degree in Economics, Political Science or Business Administration with a concentration in Accounting and/or Finance or Ontario Ministry of Education equivalency and a minimum of four (4) years progressive experience in preparing complex analyses and system integrations, utilizing advanced verbal and written communication techniques and time management skills;
  • OR Must have a post-secondary school Community College Diploma in Economics, Political Science or Business Administration with a concentration in Accounting and/or Finance or Ontario Ministry of Education equivalency and a minimum of six (6) years progressive experience in preparing complex analyses and system integrations, utilizing advanced verbal and written communication techniques and time management skills;
  • OR Must have an Ontario Secondary School Graduation Diploma plus one (1) year of post-secondary courses in Economics, Political Science or Business Administration with a concentration in Accounting and/or Finance or Ontario Ministry of Education equivalency and a minimum of ten (10) years progressive experience in preparing complex analyses and system integrations, utilizing advanced verbal and written communication techniques and time management skills.
  • Within 3 years from starting in the position, the successful candidate will be certified in the area of PCI compliance, specifically the Internal Security Assessor designation as offered through the PCI Security Standards Council. This designation entails completion of the course delivery requirements, a final exam and continuing professional education.
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment.
  • Must have excellent oral and written communication skills;
  • Must have strong interpersonal and leadership skills;
  • A professional accounting designation (CPA/CA, CPA/CMA, CPA/CGA) or acceptable equivalency as recognized by applicable regulatory body will be considered an asset;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
  • The physical demands analysis associated with this job indicates a light level of work.
