Job Description:

The Data Centre of Excellence Unit requires contingent labour to advance its data strategy roadmap. Leveraging a cloud-based Data Fabric approach, it aims to efficiently organize and manage data assets. The role of Data Technology Strategist involves providing expertise in data platforms and architectures, supporting data access and analytics, and collaborating with stakeholders to enable data-informed decision-making. This includes facilitating the delivery of data products and services and ensuring consistency in data delivery architecture across projects. Overall, the role plays a vital part in enhancing access to and utilization of data assets for policy analysis and decision-making

Responsibilities:

  • Lead discussions, meetings and workshops, as needed, with leaders/staff, partners, stakeholders, end-users, etc. to understand business direction and enterprise data/information technology requirements and their value
  • Design and deliver enterprise and solution technology architecture related to data platforms
  • Assess technical requirements for variety of business initiatives, and provide architecture expertise, consultation, and recommendation to colleagues and clients (e.g., decision-makers, project teams and stakeholders), as directed by management
  • Model Proof of Concept solutions in an agile environment, including integration and orchestration approaches to operate data products and services effectively and efficiently with available resources
  • Provide guidelines for technology adoption and implementation (i.e., cloud migration, application modernization, data modernization).
  • Review solutions and designs of peers, including data models and pipeline design, and provide appropriate feedback including performance optimization
  • Provide thought leadership, and drive architecture and the design of Data Management & Analytics solutions.
  • Understand business strategies and priorities and translate those into data technology architecture requirements that create high-value data product solutions.
  • Plan, design and deliver digitalized, modernized and rationalized information management technology solutions that meet business needs in the context of the data strategy, including Master Data Management (MDM), Data Quality, critical data identification & classification, security and access, data governance etc.
  • Evaluate and recommend new technologies and applications to improve existing data product management, optimize costs, and reduce development time
  • Support the development and adoption of best practices in data management, which includes data governance, data sharing, data integration, data quality, common data and standardized methodologies
  • Guide consultation with clients and staff, as needed, on data services and provide leadership and direction on integration and pipeline design.
  • Coach, mentor, and empower staff to use creative thinking and develop innovative solutions.
  • Support a client centric and service-oriented spirit and delivery approach across the team.
  • Support the cultural shift towards data as a strategic asset.
  • Foster data solution innovation as well as continuous improvement.
  • Ensure effective stakeholder engagement within the areas of responsibility ensuring an effective solution balance of enterprise and client centric needs.
  • Initiate and maintain effective working relationships and partnerships with various internal and external stakeholders across the organization.

Requirements:

  • University graduation in business, management or a related discipline and 6-yr Data Architect (DA) experience or 2-yr diploma in business, management or a related discipline and 8-yr DA experience; OR 1-yr certificate in business, management or a related discipline and 9-yr DA experience; OR 10-yr DA experience
  • Experience dealing with clients and explaining complex data principles in a thoughtful manner.
  • Experience in defining technical architecture, data integration, supporting software development, software configuration and deployment processes
  • Experience designing, planning, implementing and supporting data platforms and data solutions for large projects involving multiple data sources in an architect capacity for an environment equivalent in size and complexity to the Government of Alberta
  • Experience in multiple architecture domains e.g. business, application, technology, data/information, security, and privacy.
  • Experience modelling complex business processes and translating them into understandable IT constructs.
  • Excellent verbal and written communication skills and ability to interact professionally with a diverse group.
  • Ability to learn quickly, problem solve, troubleshoot, work independently and as part of a team
  • Ability to manage stress and conflict.
  • The ability to establish and maintain effective working relationships with team members, management and vendors.
  • Direct, hands-on experience performing business requirement analysis, solution architecture and design, and deployment for cloud-based Data Management projects using cloud technologies like Azure, Snowflake, etc.
  • Direct, hands-on experience performing business requirement analysis, solution architecture and design, and deployment related to data analysis, data analytics, data visualization, data science, data mining.
  • Direct, hands-on experience performing business requirement analysis, solution architecture and design, and deployment related to data management, acquisition, preparation, quality and data lineage/provenance
  • Direct, hands-on experience with design and implementation of data security, data privacy, policies, data de-identification/anonymization, data audits/reviews, synthetic data
  • Experience developing and delivering training materials.
  • Experience developing data technology roadmaps in support of a corporate data strategy
  • Experience with implementing enterprise data strategy and/or data governance
  • Experience in facilitating meetings and communicating with senior management and project stakeholders.
  • Experience in performing threat and risk assessments and presenting recommendations for risk mitigation to senior management.
  • Experience in the development and implementation of data platforms, governance standards, processes, and mechanisms to enable organizations to manage information through its entire lifecycle.
  • Experience providing leadership, planning, estimating, and presentations of ideas and solutions.
  • Experience in using Big Data platforms like Cloudera Data Platform
  • Experience with Data Fabric and Data Mesh architectures
  • Experience with enterprise architecture frameworks (e.g. The Open Group Architecture Framework (TOGAF), Gartner or Zachman).
  • Experience working in or for the public sector
