Job Description

ADGA is hiring an Industrial Security Manager to manage design and construction activities. Phases include pre‐design and design, drawings and specifications, construction, and commissioning.

The Industrial Security Manager will be responsible for overseeing the overall security governance of the project. The Manager will be the central point of control for all other appointed security officers. The Manager will also coordinate and ensure that project documentation (both logical and physical) is handled in a secured manner and in an approved secure space.

The Industrial Security Manager will perform and coordinate security inspections, investigations, and surveys for the duration of the project. The Manager will also serve as an advisor to the project team on security management issues related to incidents, overall project information and secure document management.

Responsibilities:

  • The Industrial Security Manager will establish a review and approval process and manage the force protection and security requirements both at the base level and National level.
  • The Industrial Security Manager shall use their security specialist to advise the design team and project staff throughout the life of the project on all Security issues, including but not limited to physical security, personnel and information technology (IT), Emission Security (EMSEC), Electronic Protection and Detection Device systems, Cyber Security for all Operational Technology (OT) used in building systems, personnel access control systems, Information Management (IM) and Information Technology (IT).
  • The Industrial Security Manager shall design and implement this project in compliance with ‘The Security Matrix for the Definition Phase', ‘Construction Security Specification Guide and Template', and the ‘Security Design Brief'.
  • Throughout the life of the project, the Industrial Security Manager shall provide an up-to-date Security Implementation Plan which shall meet the requirements of the Construction Security Specifications.
  • The Industrial Security Manager shall design the facility in accordance with the level of force protection prescribed in the Security Design Brief, and in accordance with the National Defence Security Orders and Directives (NDSODs).
  • Support and provide security-related comments on inputs from other project disciplines.
  • Any other responsibilities shall be confirmed and itemized by the Project Manager early in the Concept Design process.
Qualifications
  • Must hold or be able to qualify to receive a Secret (Level II) security clearance.
  • Preferably have a college diploma or university degree from a recognized post-secondary institution in Technology or Engineering.
  • Must hold a valid Project Management designation (i.e. PMI Project Management Professional (PMP) or equivalent.)
  • Must hold a valid Professional Security designation/certificate (i.e. ASIS Certified Protection Professional (CPP) Designation and/or, ASIS Physical Security Professional (PSP) Designation, and/or ISC2 Certified Information Systems Security Professional (CISSP), or an equivalent certification)
  • Must have 10 years of experience within the last 15 performing the following:
    • Managing TRA projects along with security resources (i.e. TRA Specialists) conducting security assessments and physical assessments.
    • Performing Threat and Risk Assessments (TRAs) and Security Design Briefs (SDB) for physical security and security system designs.
    • Experience working on the design and implementation of physical and cybersecurity transfer and upgrade projects.
    • Reviewing and recommending changes to the architectural designs for the security of facilities.
    • Experience working on physical or cyber security projects from the definition phase through pre‐design and design phases, drawings and specifications, construction, and commissioning.
    • Preparing proposals for the construction phase of security projects.
    • Experience acting as an SME supporting the installation, configuration, and validation of the production test and implementation of physical security assets.
    • Experience liaising with stakeholders and management to ensure that physical and cybersecurity systems and designs meet overall security requirements.
    • Experience working on DND or other high-security construction projects preferred.
