Position Overview

We are seeking Senior Information Management Specialists to provide expert advice and support on information management practices, governance, records management, information architecture, metadata, classification, privacy, and the information lifecycle.

The successful candidates will support Ministry and Cluster clients in managing both structured and unstructured information and will contribute to information management modernization, digitization, migration, governance, and transformation initiatives.

Key Responsibilities

Provide expert advice on information management best practices, standards, methodologies, and emerging trends.

Analyze information management requirements across areas such as records management, information governance, privacy, access, and information lifecycle management.

Lead or coordinate information management initiatives and provide ongoing guidance and support to business and project teams.

Develop information management frameworks, policies, protocols, guidelines, business rules, naming conventions, version control standards, and document management practices.

Develop business and records classification schemes using functional classification methodologies.

Assess metadata requirements and develop metadata schemas, standards, taxonomies, and management protocols.

Support information inventories, records assessments, classification exercises, data quality initiatives, and information lifecycle activities.

Support the digitization, migration, modernization, and conversion of legacy records, documents, and repositories.

Identify information security and privacy classification requirements and support their implementation within unstructured data and document management applications.

Assess information management risks and gaps and provide recommendations for improvement.

Support business and information architecture activities by defining information management needs, priorities, and solutions.

Develop and track information management performance measures.

Conduct research, environmental and jurisdictional scans, maturity assessments, business process analysis, and reviews of legislation, policies, and standards.

Support the development and implementation of information management strategies, goals, and priorities.

Lead or support the development of Privacy Impact Assessments (PIAs).

Develop training materials and communication plans and deliver information management awareness and training to diverse audiences.

Participate in information management committees, working groups, workshops, and stakeholder meetings.

Collaborate with business analysts, architects, data specialists, project managers, technical teams, records management specialists, and other stakeholders.

Build and maintain effective relationships between Ministry clients and OPS I&IT organizations.

Must-Have Qualifications

Strong knowledge of information architecture, metadata management, taxonomy development, classification structures, and content management practices.

Demonstrated experience supporting digitization, migration, and modernization of legacy records, documents, and repositories.

Strong knowledge of information management, information governance, records management, retention, disposition, and information lifecycle management.

Experience developing information management frameworks, metadata models, classification schemes, retention schedules, and governance processes.

Experience conducting information inventories, records assessments, information classification, and data quality improvement activities.

Experience analyzing business requirements and translating them into practical information management solutions.

Experience with document management, records management, case management, enterprise content management, or related information management solutions.

Knowledge of information management standards, methodologies, and best practices for structured and unstructured information.

Knowledge of privacy, accessibility, information security, records management, and applicable public-sector requirements, including FIPPA and AODA.

Experience assessing information management risks, identifying gaps, and recommending improvements.

Strong research and analytical skills, including experience with business process mapping, maturity assessments, environmental scans, legislation, policy, and information architecture.

Knowledge of function-based classification methodologies and controlled vocabularies, including taxonomies and thesauri.

Public Sector Experience

Experience working within public-sector information management and governance environments.

Experience supporting government or broader public-sector initiatives involving information management, records management, digitization, modernization, or digital transformation.

Knowledge of public-sector policies, privacy requirements, accessibility standards, records management practices, and information governance frameworks.

Experience working with Ministry, government, or large enterprise stakeholders is an asset.

Communication & Stakeholder Management

Excellent verbal and written communication skills.

Experience facilitating workshops, interviews, and stakeholder discussions.

Ability to communicate complex information management concepts to both technical and non-technical audiences.

Strong relationship management and collaboration skills.

Ability to prepare strategies, reports, recommendations, guidance materials, business documentation, and presentations.

Demonstrated ability to work effectively as part of a multidisciplinary team and meet strict deadlines.

Additional Assets

Experience with Enterprise Content Management (ECM), Records Management, or Document Management solutions.

Experience developing business and records classification schemes using functional classification.

Experience delivering information management training and awareness programs.

Experience supporting Privacy Impact Assessments (PIAs).

Knowledge of recognized national and international standards related to records and information management.

Work Arrangement

This is a 100% onsite position. Candidates must be available to work onsite 5 days per week in Toronto, Ontario.
