What Youll Do
Reporting to the Chief Financial and Corporate Services Officer, the Manager of Facilities and Capital Planning is responsible for the operational oversight, planning, and management of the organizations physical infrastructure, facilities operations, and capital projects. This role will ensure that all SWCHC sites are safe, efficient, accessible, and aligned with organizational goals and regulatory standards. The Manager of Facilities and Capital Planning will lead SWCHCs facilities maintenance, space planning, and capital development initiatives to support operational needs and long-term growth.

What Were Looking For
Life and Work Experience
- Minimum 5-7 years of progressive experience in facilities management, capital planning, or construction project management.
- Progressive supervisory experience including full-time staff direct reports.
- Experience working in a healthcare, community-based, or public sector setting strongly preferred.
Your Education Path
- Post-secondary degree or diploma in Facilities Management, Engineering, Architecture, or a related field. A combination of equivalent education and experience may be considered.
Required Language
- Fluency in English required with strong oral and written communication skills.
What You Bring to the Table
- Broad base of knowledge and experience in building systems, data and asset management, developing continuous improvement programs in complex organizations, and progressive management responsibilities.
- Knowledge of Ontario Building Code, Ontario Fire Code, WHMIS, Occupational Health and Safety Act, AODA, and other facilities-related environmental legislation.
- Experience with service level agreements and standards, lease holder agreements, and interdependent priorities and goals.
- Ability to read and interpret building plans and blueprints.
- Demonstrated success managing capital projects from planning through to implementation.
- Ability to manage multiple lines of business, operations, and capital budget planning/administration, and ability to develop, monitor, and manage budgets.
- Strong interpersonal communication skills required to build relationships with vendors and partners, to work collaboratively across SWCHC departments, and in dealing with contract negotiations.
- Strong time management skills, project management methodologies, and proven ability to meet deadlines.
- Strong leadership skills and proven ability to provide consultative direction, support, supervision, and direction to employees.
- Strong organizational, problem-solving, and project management abilities.

Your Day-to-Day at a Glance
As our Manager of Facilities & Capital Planning, your responsibilities are:
1. Property Management
- Overseeing the provision, purchase, and contracting of property management systems and services related to all SWCHC-owned buildings by:
- Inspecting and monitoring services and systems as necessary to ensure proper function and to identify deficiencies and arranging appropriate preventative maintenance and repairs as required.
- Ensuring that all preventative maintenance activities and inspections of building systems are performed as per the established schedule and/or in accordance with legislated requirements, and third-party services.
- Ensuring that repairs are completed in a timely fashion to minimize property damage and are done in such a way that avoids undue interruption to SWCHC activities
- Developing and maintaining property management records, preventative maintenance schedules, and reports.
- Determining current and future property management needs and coordinating the purchase and/or implementation of processes for those identified needs.
- Overseeing building security systems and ensuring that all SWCHC staff have the appropriate and required building access.
- Acting as liaison between SWCHC and service provider companies (i.e., hydro, natural gas, etc.)
- Providing emergency and troubleshooting responses to building services emergencies by:
- Maintaining a communication system to be on-call when required
- Responding to emergency calls and other matters relating to property management as needed
- Maintaining a document listing current property management support resources.
- Participating in the development and maintenance of SWCHCs Emergency Preparedness and Fire Safety Plans.
2. Capital Planning and Project Management
- Lead the procurement, contracting, and oversight of design consultants and construction managers in alignment with organizational policies.
- Coordinate project planning and pre-construction activities including budgeting, scheduling, and stakeholder visioning sessions.
- Serve as the primary liaison between clients, consultants, and contractors to ensure project objectives, timelines, and quality standards are met.
- Oversee tendering, contract negotiations, and construction documentation to ensure fairness, compliance, and timely project delivery.
- Conduct regular site visits and coordinate closely with the construction manager, consultants, and clients to ensure progress aligns with project schedules, budgets, and quality standards.
- Maintain and update project schedules, budgets, forecasts, and expenditure tracking, ensuring financial and operational accountability.
- Monitor construction activities, review contractor progress claims and change orders, and ensure adherence to contractual obligations.
3. Management and Supervision
- Responsible for all management responsibilities related to the Facilities team of staff and contractors, including, but not limited to, the recruitment process, work plans, performance and coaching, leading team meetings, communications, scheduling, ensuring health and safety of staff, etc.
- Delegating and monitoring work as appropriate.
- Leading by example in making decisions and solving problems which mitigate risks in situations which are complex and ambiguous, using data to support decision-making.
- Demonstrating consistency, fairness, and promptness in decision-making and communicating decisions in a transparent and clear manner.
- Consulting with the Chief Financial and Corporate Services Officer on significant decision making.
- Ensuring program policies and procedures are accurate and up to date.
4. Health and Safety Responsibilities
- Organizing SWCHCs annual fire and lockdown drills at all SWCHC-owned buildings.
- Ensuring that fire wardens have been identified per floor at each SWCHC-owned buildings and have been provided with necessary training and resources.
- Conducting periodic assessments of all slip, trip, and fall safety hazards and identifying and mitigating risks associated with such hazards.
- Conducting monthly inspections to identify health and safety risks, equipment repairs, cleaning and maintenance deficiencies, etc. through a property management perspective.
- Maintaining competency in infection control best practices and applying knowledge related to property management functions (i.e., cleaning contract specifications)
- Attending and participating in the Joint Occupational Health & Safety Committee (JOHSC).
5. Emergency Response Responsibilities
- Acting as Evacuation Supervisor during necessary building evacuations and ensuring the safety and security of SWCHC buildings during emergencies where possible.
- Providing advice to the Senior Leadership Team (SLT) regarding building systems, physical plant, evacuation, etc. as seen fit.
- Documenting any damage to facilities due to an emergency.
- Coordinating and supervising any recovery or rehabilitative work in the buildings.
- Referring to the Emergency Plan for pertinent decision-making information.
