Job Title: HR & Talent Specialist

Reporting to the VP of People and Culture, the HR & Talent Specialist plays a critical role in supporting Skeena's human resources functions and workforce strategy. This role manages full-cycle recruitment, including sourcing, interviewing, selection, and onboarding, while contributing to HR program development, policy implementation, and workforce planning. The HR & Talent Specialist ensures all hiring processes, and HR practices comply with organizational policies, employment standards, and diversity and inclusion principles.

The ideal candidate has experience in high-volume recruitment, talent development, employee performance management, and HR administration. They demonstrate the ability to build strong relationships with internal stakeholders, Indigenous communities, and external partners to support a sustainable and inclusive workforce.

Responsibilities (including but not limited to):

Talent Sourcing and Recruitment:

  • Develop and execute effective recruitment strategies to attract skilled multi-disciplinary candidates for roles across various departments.
  • Utilize a variety of sourcing channels, including job boards, social media, recruitment agencies, and industry-specific events, to generate a diverse pool of candidates.
  • Build and maintain relationships with educational institutions, professional networks, and industry organizations to ensure a continuous pipeline of qualified candidates.

Candidate Screening and Selection:

  • Conduct thorough interviews, assessments, and reference checks to evaluate candidates' qualifications, experience, and cultural fit.
  • Ensure the recruitment process adheres to industry regulations, safety standards, and company policies.
  • Lead offer negotiations with selected candidates, prepare written employment agreements, and coordinate onboarding to ensure a smooth transition for new hires.
  • Support workforce planning and forecasting to align staffing levels with operational goals.

Human Resource Administration and Systems:

  • Maintain accurate recruitment and employee records in HRIS systems (e.g., UKG), SharePoint, DocuSign, and Smartsheet.
  • Manage HR information systems, ensuring compliance with privacy and documentation standards.
  • Contribute to the development of job descriptions, occupational classifications, salary structures, competency frameworks, and performance appraisal systems.
  • Coordinate training, career development, and employee engagement initiatives to enhance retention and workplace culture.
  • Keep up to date with employment law changes and HR best practices
  • Support policy development, workforce planning, and compliance initiatives.

Employer Branding and Recruitment Marketing:

  • Promote the company's brand and values through online and offline channels, such as LinkedIn employer branding and attendance at industry networking events across British Columbia.
  • Work with the Communications team to enhance the company's online presence and boost Skeena's reputation as an employer of choice within the mining industry.
    Represent the organization at job fairs, industry networking events, and Indigenous conferences to attract skilled and diverse talent.

Internal and External Collaboration:

  • Support talent development and retention strategies across departments.
  • Partner with hiring managers and department leaders to ensure job descriptions and staffing plans align with operational needs.
  • Build and maintain relationships with external communities and agencies to support recruitment activities and workforce planning.
  • Effectively communicate HR and Talent processes and practices to hiring managers
  • Attend regular meetings with First Nations partner organizations to provide recruitment updates and upcoming opportunities.
  • Prepare recruitment and workforce reports for departmental and senior leadership.

Additional Duties and Responsibilities:

  • All other duties as reasonably assigned.

The Ideal Candidate

Education / Qualifications:

  • Bachelor's degree in business, human resources or related discipline.
  • Master's Degree in Human Resource Management strongly preferred.

Experience / Skills:

  • Minimum of 3 years of full-cycle recruitment experience, including sourcing, interviewing, offer negotiation, and onboarding in a heavy industrial/mining environment.
  • Proven success in high-volume recruitment, achieving 200+ hires annually across engineering, mining, construction, trades, and remote roles.
  • Experience recruiting in remote and Indigenous communities, supporting local employment and succession planning.
  • Knowledge and awareness of pre-employment requirements for a remote mine site in Canada.
  • Skilled in HR strategy development, policy implementation, workforce planning, and compensation programs.
  • Proficient in creating job descriptions, occupational classifications, salary structures, and competency-based appraisal systems.
  • Advanced sourcing expertise, including LinkedIn Recruiter, Boolean search, direct outreach, and social media recruiting.
  • Experience managing HR information systems (UKG an asset) and maintaining accurate employee and recruitment records.
  • Strong analytical skills in recruitment metrics, including time-to-fill, quality-of-hire, and pipeline health.
  • Excellent communication and interpersonal skills with a focus on inclusive and culturally sensitive hiring practices.
  • Highly organized, capable of managing multiple priorities in a fast-paced, dynamic environment.

Work Location & Conditions

This is an office-based job, in Skeena's Corporate office located in Vancouver, British Columbia on a Monday to Friday schedule. Additionally, the job is in a fast paced, and at times stressful working environment, with having to manage multiple competing priorities. Some flexibility in work location may be considered.

Compensation

The expected salary range for this position is CA$85,000 - CA$100,000, in line with the competitive job market for such roles carried out in British Columbia. Salary ranges are guidelines, and any job offer received by a candidate will be determined on a number of factors such as relevant education, training, and/or experience.
