Position Summary and Scope of Service

Reporting to the Coordinator, Health Information & Privacy, and consistent with the Mission, Values and policies of St.Amant, the Records Analyst is a critical role in ensuring the success of St.Amant business and operations. Exemplifying the mission, vision and values of St.Amant, the Records Analyst works collaboratively with all St.Amant program areas while offering employees respectful customer service.

The Records Analyst provides analytical and data management support to Health Information Services and all St.Amant program areas. The Records Analyst also supports best practices related to the systems and processes involved in the collection, use, disclosure, correction and destruction of personal health information by St.Amant, and supports program audits ensure that appropriate confidentiality and privacy safeguards are in place. The Records Analyst consults all program areas on privacy related matters.

The Records Analyst participates in regular meetings and leads quality improvement initiatives related to health information management, business and health record keeping, and privacy.

Qualifications

Educational:

  • Graduate of a Health Information Management Program from a recognized College
  • Eligible for membership in the Canadian Health Information Management Association (CHIMA).
  • A combination of education and experience may be considered.

Professional:

  • Minimum two years' experience in an administrative setting within a health care delivery organization.
  • Demonstrated leadership and interpersonal skills, including the ability to effectively communicate with all levels of the organization.
  • Experience working directly with professionals and support staff, i.e., physicians, nurses, therapists, educators, and administrators on the acquisition or improvement of record keeping systems.
  • Knowledge of relevant provincial legislation and the application of provisions related to documentation, use and disclosure of information, e.g. Freedom of Information and Protection of Privacy Act (FIPPA), Personal Health Information Act (PHIA), Mental Health Act, Fatalities Inquires Act, Vital Statistics Act, The Protecting and Supporting Children (Information Sharing)Act.
  • Knowledge of Accessibility for Manitobans Act.
  • Familiarity with specific privacy related practice guidelines and codes of conduct established by health-related colleges and regulatory bodies is an asset.

Duties and Responsibilities

Provides oversight and assistance to all program areas related to business records and health records collection, storage and maintenance, retention, and eventual destruction.

  • Researches, defines, and advises on the implementation of standards, systems, tools, and methods for the collection, integration, storage, maintenance, analysis and dissemination of accurate and timely clinical and administrative health information to clients, users and stakeholders.
  • Educates, advises and supports users, customers and stakeholders to understand, interpret and use health information. Ensures that the services provided are customer-focused.
  • Communicates required information to team members to promote seamless service delivery.
  • Cooperates with the Workplace Health and Safety committee and adheres to the regulations that are mandated by the Department of Labour to ensure the continuous development of a safe workplace.
  • Understands and actively integrates cultural safety in to policy, procedures and processes (i.e. discussion, design, implementation).
  • Promotes and actively demonstrates St.Amant fundamental principles of mindfulness and person-centered practice.
  • Recommends ways and means of improving the quality of support services within available resources and participates in process improvement activities and committees as assigned.
  • Identifies inefficiencies in service, utilizing a team process within the relevant Program/Service.
  • Contributes indicator data in support of internal and external service/quality measurement processes as required.
  • Supports programs with their record audits to ensure documentation procedures and information security safeguards are maintained and recommends improvements to address deficiencies.
  • Participates as a member on committees where organizational issues are discussed and the need for new or improved corporate standards/policies are identified.

Working Conditions:
