MUST HAVES:
- 10+ years demonstrated experience in leading technical implementations
- Demonstrated experience working with and managing external vendor relationships.
- Demonstrated experience effectively communicating with teams, IT partners, Ministry clients, various stakeholders, and senior management.
- Demonstrated experience in providing Management, Senior Leadership and Executive level updates and briefings on project risks, issues, decision points and status updates.
- Demonstrated experience preparing documentation such as presentations, other technical documentation/deliverables (i.e., technical strategy document, option analysis)
Public Sector Experience
- Experience providing program level leadership in the implementation and sustainment of large complex IT solutions and public facing applications within a public sector environment.
- Experience implementing IT solutions following the OPS project management methodology framework and gating processes.
- Experience working within OPS procurement and Vendor Management directives.
Leadership documenting change requests and providing input to contract negotiations.
Project Management Knowledge and experience
- Demonstrated experience in providing Management, Senior Leadership and Executive level updates and briefings on project risks, issues, decision points and status updates.
- Experience coordinating concurrent deliverables with competing priorities.
- Anticipates and directs problem resolutions to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations.
- Develops processes and procedures for implementing deliverables.
- Assists the team PMs/leads in preparing reports and presentations including options, recommendations, implementation plans, etc.
- Works with clients and IT Leads to define the scope of a program and/or project and to confirm requirements.
- Analyzes I&IT requirements giving independent and objective advice on the use of I&IT.
- Provides oversight direction on design, test, installation and monitoring of new systems and develops solutions and implementation of new systems.
- Provides strategic direction on change-management principles and methodology.
- Knowledge and understanding of Information Management principles, concepts, policies and practices.
- Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.
Vendor Management
- Demonstrated experience working with and managing external vendor relationships.
- Demonstrated experience drafting SOWs, Work orders and contract negotiations.
- Experience managing vendor performance through KPIs, SLAs, and regular business and technical reviews.
- Experience in fostering collaborative, long-term partnerships with vendors to drive innovation and continuous improvement.
- Experience in managing multi-vendor environments and coordinating dependencies across internal and external teams.
- Ability to resolve vendor-related issues, including escalations, disputes, and service delivery concerns, in a timely and professional manner.
- Strong understanding of compliance, risk management, and data security considerations when working with vendors.
- Experience collaborating with legal, procurement, and cyber security teams to ensure vendor compliance with OPS internal policies.
- Experience managing change requests and scope adjustments with vendors while maintaining alignment with program goals and budgets.
Stakeholder Management and Communication
- Demonstrated experience effectively communicating with teams, IT partners, Ministry clients, various stakeholders, and senior management.
- Demonstrated experience reporting on the progress of deliverables, milestones, issues and risks to various audiences, including steering committees and formal status reporting.
- Experience facilitating cross-functional meetings, workshops, and working groups to align stakeholders and drive consensus.
- Ability to translate complex technical concepts into clear, actionable insights for business stakeholders and executives.
- Experience managing stakeholder feedback loops and incorporating input into program planning and execution.
- Demonstrated experience preparing documentation such as presentations, other technical documentation/deliverables (i.e., technical strategy document, option analysis)
- Experience providing updates and advice to senior management.
- Experience presenting to executive steering committees responsible for project oversight and decision-making.
- Excellent interpersonal and analytical skills.
