Position Summary

To provide human resources support and leadership to managers and employees on all Human Resources matters in a manner that supports the agency's Mission, Vision and Values and maximizes employee engagement. The Human Resources Manager provides leadership and direction in the areas of Employee Orientation, Recruitment & Retention, Performance Management, Ability Management, Employee Relations, HRMS/data integrity, and provides HR guidance and support to all departments as requested and required. The Human Resources Manager works closely with all members of the Human Resources team to ensure the successful design, implementation and evaluation of all HR programs, initiatives and projects. The HR manager may also be called upon to manage the day-to-day operations in the absence of the Chief Human Resource officer as assigned.

Key Responsibilities

  • Supervision and Management
    • Provides leadership, coaching, support and direction to all members of HR team in areas of expertise.
    • Participates in process reviews of all HR programs and procedures, makes recommendations for change and works to implement changes as approved.
    • Participates in all HR planning in support of the agency's strategic plan. · Supports HR team in understanding legislative changes and the impact to the agency's employment practices.
    • Continuously assess HR processes and programs to ensure they are effective, meet the needs of the Agency, and are streamlined and automated where possible.
  • Leaves, WSIB, Disability Management
    • Oversee and manage the disability leave and return to work process for employee leaves in conjunction with management team.
    • Ensure effective Return to Work and accommodation practices are implemented.
    • Liaise and follow up with medical specialists as appropriate.
    • Identifies areas for continuous improvement with WFN with HR partners and staff, managers and vendors.
    • Assists in the identification of changing HRMS requirements, ensuring data integration with other agency systems is planned and coordinated.
  • HRMS
    • Assist with tracking departmental and company measurements that support the accomplishment of the organizational goals as required
    • Identifies areas for continuous improvement with HR partners, managers and vendors
    • Assist in the identification of changing HRMS requirements, ensuring data integration with other agency systems is planned and coordinated.
  • Employee Relations, Recruitment & Training
    • Acts as a resource consultant to management for assigned client base on all employee and union/management relations issues
    • Provides leadership and HR support to the management team as needed/appropriate
    • Advises and assists management on interpretation and administration of human resources policies, program, relevant legislation and the collective agreement.
    • Responds to employee inquiries on HR policies and procedures, and issues and recommend resolutions e.g. harassment allegations
    • Improves manager and employee performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solutions; coaching and counseling the management team and employees.
    • Conducts workplace investigations and recommends/implements corrective action as required.
    • Oversee the recruitment of new employees that includes job postings, interviewing, hiring, orientation and onboarding.
    • Works closely with CHRO to identify initiatives to enhance retention.
    • Oversee performance review process. Other duties may be assigned from time to time to meet agency requirements and operational needs.

Required Education & Experience

  • Post-secondary degree or diploma from an accredited College or University in Human Resources, Business, Organizational Development or a related field
  • CHRL Designation required.
  • Continuing education and/or certification in Health/Safety in administration and HRMS.
  • Detailed knowledge of relevant acts, legislation and regulations
  • Experience working in a unionized environment
  • Experience in Disability management and workplace investigations.

. 3-5 years of related Human Resources management experience to the specified duties and responsibilities.

Working Conditions
