Job Description

The Associate Vice President (AVP), Facilities Operations, provides senior-level leadership to the Facilities Operations portfolio, which includes Facilities Management, Facility Operations, Property Management, Asset Management and Public Safety. The AVP is responsible for leading and directing the day-to-day management of Osler's facility services, overseeing financial performance including operating, utility and capital budgeting, and providing strategic leadership to establish a clear portfolio vision while supporting ongoing innovation in service delivery. The AVP works collaboratively with senior leaders, clinical colleagues and third-party contractors to ensure the consistent delivery of high-quality customer service and the implementation of best practices in facilities management, public safety and environmental sustainability. The AVP is also accountable for ensuring compliance with legislative requirements and for managing risk and mitigation activities related to Osler's facilities infrastructure and systems.

  • Lead the development and oversight of annual operating and capital budgets, including utility forecasting, asset lifecycle planning, and preventive maintenance programs
  • Conduct cost-benefit analyses and prepare business case justifications for new initiatives
  • Manage all financial aspects of the portfolio to ensure efficient and effective service delivery, leveraging technology and knowledge management practices to enhance operational performance
  • Assess and communicate risk mitigation strategies related to facilities, support services, public safety and parking
  • Inspire accountability and engagement among direct reports through authentic leadership and effective performance management
  • Develop and implement recruitment, retention, and professional development strategies for the portfolio
  • Ensure the portfolio's organizational structure supports the operational needs of a complex, multi-site health system
  • Promote and uphold Osler's values and commitment to anti-discrimination, workplace health and safety
  • Provide expert leadership in facilities operations, and public safety during capital redevelopment projects
  • Oversee planning and execution of facility operations specifications in the design and construction of new infrastructure
  • Collaborate with Capital Development, Finance, and clinical teams to support the design, budgeting, and procurement of AFP/P3 design-build-finance projects
  • Demonstrate success in planning and directing building management operations and support services within a multi-site healthcare environment
  • Partner with internal stakeholders to develop policies and procedures that align with organizational priorities and ensure safe, high-quality patient care
  • Act as a key liaison for the Facilities Operations portfolio with executive and clinical leadership
  • Provide strategic guidance on major facilities-related decisions to ensure long-term organizational benefits
  • Build and maintain strong partnerships with clinical leaders, internal departments, and third-party service providers to support the delivery of client-centered services
  • Navigate effectively within a highly regulated, unionized environment
Qualifications
  • Undergraduate degree in facilities management, engineering or a related field is required; post-graduate designations or degrees in business administration, healthcare administration or related disciplines are preferred
  • A minimum of 10 years of progressively responsible experience in facilities and support services management within a complex, multi-site organization; health care or hospital sector experience is strongly preferred
  • Demonstrated experience with P3 Project Agreement management is an asset
  • Membership in the Canadian Healthcare Engineering Society and/or other relevant professional associations (e.g., CCHL) is preferred
  • Extensive experience in health care facilities engineering and support services, including environmental services, portering, food services, materials management, linen and public safety (security and parking)
  • Strong strategic thinking abilities and a proven track record in developing and executing both strategic and operational plans
  • Demonstrated business acumen, including expertise in management theory, financial analysis and budgeting, operations and process improvement
  • In-depth knowledge of healthcare-related regulatory and legislative requirements
  • Sound understanding of clinical environments and operational needs from the perspective of end users
  • Passion for continuous learning, innovation, and performance excellence
  • Strong relationship-building skills and a collaborative leadership style that supports organizational vision and ensures the delivery of safe, clean and well-maintained environments by both internal teams and contracted partners
  • Excellent communication skills, with the ability to engage effectively across all organizational levels—from front-line staff to executive leadership—and with external stakeholders such as patients, visitors, union representatives, contractors, consultants and government officials
  • Proven experience managing operating and capital budgets
  • Expertise in contract management, including the development of RFQs, RFPs and contract amendments, as well as performance measurement
  • Demonstrated crisis management capabilities related to facilities event
