Program Manager
- 3-5 years of progressive program and/or project management and coordination experience
- Experience working with adult education, employment, and training sectors
- 3-5 years of human resources management experience or supervisory experience, including recruiting and interviewing
- Experience in professional communications (business writing)
- 1-2 years of experience with community outreach
- Knowledge of the Ontario Apprenticeship program and requirements, and other regulatory bodies would be an asset, but not required
- Knowledge of potential employment trends/developments in the Construction Sector would be an asset but not required
- Knowledge of project/program management
- Knowledge of relevant legislation, news, and trends would be an asset, but not required
- Understanding the business needs and requirements in the Construction Sector would be an asset, but not required
- Ability to effectively present and/or facilitate small or large groups
- Ability to work independently and collaboratively within a team
- Ability to adapt in a fast-changing environment
- Experience in leadership

- Comfortable with technology, including but not limited to Outlook, Word Processing, Excel, PowerPoint, Teams, SharePoint, etc.
- Program Manager must be able to travel to various communities across Ontario, during all weather conditions
- Program Manager should be able to lift, carry, and manage various equipment and supplies
- The employee may have to spend long hours sitting at a computer or office equipment or attending meetings
- The employee may be required to manage multiple tasks and projects at one time
- The employee may be required to manage workload and hours to complete special requests or projects
- Valid driver's license and reliable transportation required
- Primarily remote/work from home with occasional in-person meetings or events
- Monday to Friday with flexible hours
- The Program Manager must be flexible to work occasional weekends and evenings if required
- Work closely with the Program Manager and Apprenticeship Specialist to ensure objectives are met and align with the strategic direction of the apprenticeship program
- Ensure program operations are consistent with the organization's mission, reflect the priorities of the Board and the Director of Workforce Development, and comply with funding agreements
- Work closely with the Program Manager and monitor day-to-day program delivery to maintain or improve quality
- Mentor apprentices in the electrical trade and other trades as needed
- Collaborate with the Program Manager, Apprenticeship Specialist, Skilled Trades Ontario, MLITSD TDAs, apprentices, and employers to ensure apprentices complete required levelled schooling releases
- Provide knowledge, guidance, and coaching regarding funding available for apprenticeship pathways for stakeholders (employers and apprentices), including budgeting and financial literacy
- Mentor and coach apprentices in essential soft skills, including job-seeking preparation, working with recruiters on resume updates, interview and communication skills, employer outreach, and networking
- Support and guide apprentices on their journey to completion, including preparation for certification exams and tutoring electrical apprentices as needed
- Participate in various Advisory Committees with Colleges and other stakeholders
- Assist in program growth based on employer/industry needs through the group sponsorship application process
- Analyze, negotiate, and facilitate new initiatives that support the program's mission and goals
- Assist the Director of Workforce Development with employer outreach to new or existing employers
- Conduct apprentice outreach to new or existing apprentices, including participation in events
- Establish and maintain good working relationships and collaborative arrangements with Skilled Trades Ontario, ministry contacts, community groups, partners, employment agencies, and other organizations to help achieve program goals
- Assist in building relationships with Provincial School Boards (Elementary & Secondary, specifically OYAP, Co-op, Dual-Credit & SHSM program leads), Colleges, and Training Delivery Agents (TDAs)
- Attend events for community outreach, including but not limited to high schools and colleges
- Represent the organization at industry-related events
- Validate and submit ratio/monitoring data to Skilled Trades Ontario
- Submit information for reports as requested by the Director of Workforce Development
- Manage and review documentation as it applies to group sponsorship members:
- Support the other Program Manager in creating and maintaining profiles in ApprentiScope
- Submit apprentice applications and supporting documents through the STO portal
- Connect with STO advisors to complete apprentice registrations
- Follow up with apprentices and employers regarding completed registrations
- Perform other duties as required
