DUTIES:
Reporting to the Executive Director of Human Resources, this position plans, directs, and coordinates initiatives, and provides direction to the divisions of Wellness, Ergonomics, Disability Management, and Occupational Health and Safety. Develops and monitors a budget and business plan for the Division which includes review of quarterly variance reports and ensures expenditures stay within budget allocations/approvals. Will ensure appropriate program development which will entail research, analysis, design, evaluation and the creation of detailed policies and procedures; liaises with the Ministry of Labour, Immigration, Training and Skills Development, remain abreast of relevant legislation; will work closely with and have detailed knowledge of various legislation, including but not limited to the Occupational Health & Safety Act, Canada Labour Code, Workplace Safety & Insurance Act, Highway Traffic Act, and will monitor and ensure compliance within each corporate worksite and corresponding policies and procedures. Responsible for compliance with regulations, hazard identification and mitigation, incident investigation, appropriate training programs and promoting a safety culture within the Corporation. Writes various reports to the CAO and/or City Council as it pertains to all portfolios within the division. Oversees and manages the Corporate Wellness Program and the Employee Family Assistance Program. Responsible for Attendance management systems, Return to Work processes, Leave of Absences, Long and Short Term Disability programs, including policies and procedures, prepare communications and progress reports, conduct training information sessions. Liaises with related public and legislative bodies; ensures that investigations, reports, and recommendations on incidents which occur between employees as they pertain to the Workplace Harassment and Violence Prevention policy are adhered to; Will be responsible for providing health and safety guidance to all levels of employees within the Corporation which includes the development, implementation, promotion, and auditing of specific health and safety procedures, programs, and training; manages the Corporate Health and Safety Plan & Wellness Plan. Responsible to participate in related grievance and arbitration hearings. Responsible for the supervision of staff in regard to the above functions. Will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program. Will perform other related duties as required.
QUALIFICATIONS:
  • Must have a University degree in Business Administration, Public Administration, Education, Law, Social Sciences, Communications or related field or Ontario Ministry of Education equivalency and a minimum of six (6) years progressively responsible managerial/supervisory human resources and/or occupational health and safety experience;
  • OR Must have a post secondary school community College diploma in Business Administration, Public Administration, Education, Law, Social Sciences, Communications or related field or Ontario Ministry of Education equivalency and over ten (10) years progressively responsible managerial/supervisory human resources and/or occupational health and safety experience;
  • Must be certified as a Canadian Registered Safety Professional (CRSP) or willing to obtain within one year of hire
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment;
  • Must have excellent written, verbal, presentation and interpersonal communication skills, including report writing skills;
  • Must have excellent computer skills, include Microsoft Suite of Products (word, excel, PowerPoint, SharePoint, etc.)
  • Thorough knowledge of all applicable legislation, inclusive of the Occupational Health & Safety Act, and Worker's Compensation Act;
  • Proven communication, research, analytical, and organizational skills;
  • Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
  • Certified Human Resources Professional (CHRP) designation is considered an asset;
  • The physical demands analysis associated with this job indicates a light level of work.
