We offer our services and resources to Essex County residents through 14 branch locations and an online service portal.Job SummaryEssex County Library (ECL) is seeking a dedicated and detail-oriented Coordinator, Human Resources to lead all HR functions across the organization. Reporting directly to the CEO, this role is responsible for ensuring consistent, compliant, and strategic human resource practices. The Coordinator will provide guidance on HR policies, oversee recruitment and onboarding, support labor relations, manage health and safety initiatives, and contribute to organizational planning.This is a key leadership position suited for someone who thrives in a collaborative, unionized environment and brings experience in human resources strategy, administration, and compliance.Primary ResponsibilitiesHuman Resources Administration
- Maintain employee records and administer benefits (health, pension, entitlement banks).
- Manage HRIS and payroll systems.
- Develop and manage staff schedules.
- Coordinate job postings, interviews, reference checks, and candidate communication.
- Format and ensure accessibility of documents under AODA.
- Generate HR reports and support data-informed decisions.
- Provide administrative support to the CEO and Library Board, including minute-taking and meeting coordination.
- Advise on policies, legislation, and collective agreement terms.
- Ensure compliance with labor laws and internal procedures.
- Collaborate with union representatives and co-chair union-management committees.
- Conduct or oversee workplace investigations and grievance resolutions.
- Promote clear communication and a positive workplace culture.
- Represent HR in Library Board meetings as needed.
- Lead internal and external recruitment efforts.
- Onboard new hires and deliver orientation and training sessions.
- Support performance appraisals and coach managers through employee development.
- Analyze hiring metrics and refine recruitment processes.
- Serve as the Health & Safety lead for Health & Safety representatives.
- Monitor workplace incidents, analyze trends, and develop corrective plans.
- Manage disability claims and return-to-work plans in coordination with stakeholders.
- Ensure compliance with the Occupational Health and Safety Act (OHSA).
- Liaise with benefits providers and the County of Essex finance department.
- University degree in Human Resources, Public Administration, or related field.
- CHRP designation required.
- Minimum 5 years of HR experience, with at least 3 in a leadership role—preferably in a unionized setting.
- Strong background in recruitment, labor relations, disability management, and employee relations.
- Proficiency with Microsoft Office and Adobe Acrobat Pro; experience with HRIS and payroll systems.
- Excellent communication, organizational, and problem-solving skills.
- Demonstrated ability to work independently and handle confidential matters with discretion.
