This role focuses on driving the development and implementation of innovative waste management programs and initiatives to enhance waste reduction, recycling, and sustainability efforts. The Project Manager oversees project lifecycles, ensures alignment with organizational goals, and coordinates with internal and external stakeholders to deliver successful outcomes.Why Work With Us?The Essex-Windsor Solid Waste Authority (EWSWA) is the governmental agency charged with the responsibility of providing an economical and environmentally conscious integrated solid waste management system for the County of Essex (County) and the City of Windsor (City). The mission of the EWSWA is to provide programs to manage the solid, non-hazardous waste generated in the County and the City in an environmentally sound manner through processes which include, but are not necessarily limited to, reduction, reuse, recycling, composting, and landfilling.What You'll DoThe Project Manager, among other things, shall:
Leadership and Project Planning
- Define project goals, objectives, and scope, and develop and implement project plans, ensuring alignment with goals, timelines, budgets, and resource requirements for various solid waste programs
- Maintain project documentation, including progress reports, resource plans, and meeting minutes
- Prepare and deliver presentations, status reports, and other project communications for external teams and stakeholders
- Engineering and Technical Oversight
- Review and author technical documents, including project specifications and reports, ensuring compliance with project requirements
- Lead the preparation and submission of Environmental Compliance Approvals (ECAs) and other regulatory permits, ensuring all documentation is accurate and submitted in a timely manner
- Provide technical oversight during field operations, ensuring adherence to construction plans, design specifications, and safety standards throughout the implementation phase
- Research and Data Analysis
- Conduct research, gather, analyze, and interpret data, and prepare documents, reports and recommendations on waste management services
- Strategic Implementation and Stakeholder Engagement
- Lead divisional projects focusing on strategic goals, including the development and implementation of innovative waste management infrastructure and programs to enhance sustainability and operational efficiency
- Liaise with local municipalities, other jurisdictions, government agencies, funding organizations, the public, and stakeholders to address program needs
- Prepare project reports, grant submissions, presentations, and status updates, ensuring clear and concise communication on behalf of Authority management
- Training and Technical Expertise
- Develop training course materials and conduct training sessions and presentations for internal and external stakeholders
- Provide technical expertise and guidance to support Authority initiatives and program budgets
- Risk and Procurement Management
- Identify risks and ensure project benchmarks are met, maintaining deliverables within the terms of contracts and service agreements
- Author and manage procurement documents, such as Requests for Quotations, Tenders, and Proposals, ensuring alignment with project objectives and budget constraints
- Team Management and Supervision
- Provide work direction to project team members, contractors, and consultants to ensure effective teamwork, high-quality work, and achievement of project goals
- Other Duties as Assigned:
- Performs other related duties and tasks as assigned
- Bachelor's degree in Environmental/Civil Engineering, or a related field
- Registration as a Professional Engineer (P. Eng.) in good standing with Professional Engineers Ontario (PEO)
- Project Management Professional (PMP) Certification is an asset
- Minimum of 5 years of experience in waste management, environmental services, or a related field
- Minimum of 3 years of project management experience, including planning, stakeholder coordination, timeline and expenditure monitoring, and contract management
- Experience in a municipal environment or government setting is considered an asset
- Strong knowledge of waste management practices, environmental regulations, and sustainability standards
- Proven ability to manage large-scale projects focused on waste diversion and sustainability initiatives
- Demonstrated experience conducting research and analysis, interpreting data, and summarizing findings into reports and presentations
- Proficiency in using computerized office systems and project management tools
- Excellent report-writing, communication, presentation, negotiation, and problem-solving skills
- Ability to manage multiple projects simultaneously while maintaining high-quality outcomes
- Strong leadership skills with the ability to provide clear communication and direction to team members
- Ability to foster a collaborative and productive team environment, promoting continuous improvement
- High degree of conceptual ability and capacity to develop creative solutions for policy and program development
- Must possess and maintain a valid Class “G” Ontario driver's license and have access to a personal vehicle for work-related purposes (travel within Windsor and/or the County of Essex may be required
- Must provide a Ministry of Transportation Driver Abstract (Uncertified)
- Must provide a Police Information Check (PIC) document
- Availability to work weekends and afternoon/night shifts as required
