The Saskatchewan Liquor and Gaming Authority (SLGA) is seeking a self-motivated and detail-oriented individual to provide support as a Data and Solution Architect within the Information Technology Branch.
This position is required to work on-site.
Summary
The Data and Solution Architect leads a team of software development professionals focused on business intelligence and data analytics. They are responsible for the business intelligence program which provides an enabling framework of oversight and accountabilities for managing, handling, and protecting SLGA's data assets. They oversee the collection, analysis, and presentation of data for various purposes and are responsible for ensuring the quality, accuracy, and relevance of the data, as well as the alignment of the data analysis with the business goals and objectives. To accomplish this, they collaborate with other directors, managers, and stakeholders to ensure compliance with data standards and best practices.
This position is also responsible for the strategic design and implementation of in-house and commercial off-the-shelf IT systems and networked software architectures ensuring alignment with existing systems architecture and organizational goals. They will conduct research on emerging technologies, provide architectural consulting expertise to application development and technical IT staff, review new and existing project designs, develop architectural policy and ensure compliance. In concert with business lines, determine impact of current and changing government priorities, changing markets, business drivers and customer expectations and identify where technology is putting business at risk and develop strategies to mitigate those risks.

Primary Responsibilities
  • Confer with end-users, clients, or senior management to define business requirements for complex systems.
  • Manage and mentor a team of analysts, providing guidance, feedback, and training.
Business Intelligence and Data Analytics
  • Define and implement data analytics strategies and frameworks for different projects and domains.
  • Collaborate with stakeholders from various departments and functions to understand their data needs and requirements.
  • Design and develop data pipelines, databases, dashboards, and reports to collect, store, process, and visualize data.
  • Apply statistical and machine learning techniques to analyze and interpret data, identify patterns, trends, and insights.
  • Communicate and present data analysis results and recommendations to senior management and clients.
  • Monitor and evaluate the performance and impact of data analytics solutions and initiatives.
  • Ensure compliance with data privacy, security, and quality standards and best practices.
IT Architecture
  • Ensure that proposed and existing systems architectures are aligned with organizational goals and objectives.
  • Review organizational goals, sometimes confidential, and make architecture decisions.
  • Conduct research on emerging technologies in support of infrastructure and systems development efforts and make decisions/recommendations on technologies that will increase cost effectiveness and flexibility.
  • Provide architectural consulting expertise, direction, and assistance to Technical, Application, and project teams.
  • Document and develop in-depth knowledge of SLGA's existing IT architecture/infrastructure, and technology portfolio, while making recommendations for improvements and/or alternatives.
  • Review new and existing systems design projects and procurement or outsourcing plans, sometimes in confidence, for compliance with standards and architectural plans.
  • Where applicable, design, develop, and oversee implementation of end-to-end integrated systems. The IT Solution Architect will work closely with the Business, Technical, and Application teams to coordinate this work effort.
  • Model business and systems processes based on findings through use case scenarios, workflow diagrams, and data models.
  • Develop, document, and communicate technology standards policy and ensure compliance.
  • Review new and existing IT projects, system designs, and procurement/outsourcing plans for compliance with IT standards and architectural plans.
  • Act as an independent auditor to suggest areas where compliance is lacking and/or improvement is necessary.
Required Technical Knowledge, Skills and Qualifications
  • Degree or diploma from an accredited post-secondary education institution in a relevant field of study, such as Computer Science, Engineering, Information Technology, or defined equivalency.
  • Proficiency in data analysis tools and languages, such as SQL, Python, R, Tableau, Power BI, etc.
  • Strong knowledge of data modeling, data warehousing, data visualization, and data mining techniques.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Requires extensive knowledge for the Architecture Development Method (ADM) as defined by TOGAF. This will enable the individual to develop architectures on different levels (business, application, data, and technology) and ensure that a complex set of requirements are adequately addressed.
  • Project Management principles, standards, and procedures. Requires knowledge of all nine management areas (Integration, Scope, Time, Cost, Quality, Human Resource, Communication, Risk, and Procurement Management). This knowledge is applied during participation in a project or to manage larger operational changes.
  • Proficient in the techniques that go into producing designs of complex systems including:
    • requirements discovery and analysis;
    • formulation of solution context;
    • identification of solution alternatives and their assessment;
    • technology selection;
    • design configuration.
  • Extensive technical breadth experience in the IT Industry. This breadth shouldbe in the following areas:
    • application development and deployment;
    • creation and maintenance of the infrastructure to support the complex application environment.
  • Experience across all phases of the project lifecycle (design, development, testing, implementation, and production), ensuring practical, fit-for-purpose system design and informed architectural trade-offs.
  • Strong communication, negotiation, and relationship-building skills, with the ability to convey complex technical concepts to diverse stakeholders and support timely, collaborative decision-making.
Working Conditions Core office hours are 8:00 a.m. and 4:45 p.m. Monday to Friday, with earned days off taken at their own
discretion excluding statutory holidays such as New Year's Day, Good Friday, Easter Sunday, Remembrance Day and Christmas Day. The majority of the work day is spent sitting at a desk keyboarding.
