Job Summary / Purpose:

The Ontario Soil and Crop Improvement Association (OSCIA) is a leading organization dedicated to the advancement and sustainability of agricultural practices in Ontario. The Financial Officer plays a vital role in the day-to-day financial operations of the Ontario Soil and Crop Improvement Association (OSCIA), ensuring the accuracy, efficiency, and integrity of financial processes that support the delivery of government-funded agricultural programs. This position is responsible for a wide range of duties, including accounts payable, producer claim validation, and administrative billing.

Working under the direction of a Senior Financial Officer, the Financial Officer collaborates closely with the broader Finance team to uphold compliance with internal controls, financial regulations, and reporting standards. The role is essential in maintaining accurate records, supporting audit preparation, and ensuring timely payments to program participants. As a key contributor to financial data integrity, the Financial Officer helps OSCIA meet its accountability obligations to funding partners, board members, and stakeholders, while supporting the organizations mission to promote sustainable farming practices across Ontario.

Knowledge, Skills & Abilities (KSAs):

Knowledge:

  • Thorough understanding of Generally Accepted Accounting Principles (GAAP) and their application in day-to-day financial operations.

Skills:

  • Exceptional attention to detail with a strong aptitude for analytical thinking and effective organizational skills.
  • Proven ability to handle large volumes of financial data with a high degree of accuracy, efficiency, and consistency.
  • Proficient in Microsoft Office Suite, particularly Excel (data management, and understanding formulas); familiarity with Sage Accounting software is considered an
  • Excellent verbal and written communication skills, with the ability to collaborate effectively in a team environment while working independently with minimal

Abilities:

  • Accurately process accounts payable in alignment with internal policies and financial
  • Provide reporting and documentation support related to accounts payable for the CFO and Senior Financial Officers.
  • Prepare year-end T2200 Declaration of Conditions of Employment forms in compliance with CRA requirements.
  • Review, validate, and process producer claims to ensure completeness, accuracy, and alignment with financial compliance requirements.
  • Compile and calculate quarterly mileage reimbursements and generate corresponding
  • Monitor and allocate corporate credit card transactions, ensuring timely receipt submission and accurate expense coding.
  • Prepare full-cycle month end reporting for Program
  • Prepare and file bi-annual HST rebate claims, ensuring compliance with applicable tax regulations and deadlines.
  • Assist with the preparation and organization of financial documentation for both internal reviews and external audits.
  • Develop and document year-end listings of accrued expenses to support external
  • Maintain confidentiality and ensure proper handling, storage, and organization of financial files and records.
  • Demonstrate flexibility and a proactive approach in performing additional finance-related duties as required.

  • Administer biweekly payroll processes in compliance with established organizational policies and procedures.
  • Determine statutory holiday entitlements for part-time and contract
  • Prepare and process monthly administrative billings across a variety of funded

Qualifications & Experience:

Education:

  • Bachelors degree/College Diploma in Accounting (Required).

Years of Experience:

  • 23 years recent experience in financial accounting; experience in the non-profit sector is an asset.
  • Experience in the agriculture sector or within government-funded programs is considered an asset.
