DUTIES:

Reporting to the Manager Planning (Land Information and Special Projects), this position will be a seasoned professional with a strong background in researching & developing principles, policies, guidelines and by-laws used in reviewing development proposals and applying community development practices in areas needing planning interventions. Accordingly, the Planner III – Special Projects will devise and/or evaluate planning policies, Community Improvement incentive programs, and other practices intended to assist in the rehabilitation and redevelopment of areas in need of improvement; Monitor the effectiveness of Official Plan policies, especially with respect to achieving land use compatibility and functional and attractive development; Assist in the preparation of design concepts for and/or design review of selected municipal capital projects, such as parks, plazas, trail systems, streetscapes, etc.; Provide professional planning advice to the public, affected agencies, departments and developers, City Council and Committees of Council; Manage and lead land use policy projects that have city-wide impacts using standardized project management practices; Supervise and work collaboratively with consultants on a range of planning and development matters; Review development applications from a policy prospective; Research emerging trends and best practices in all dimensions of urban and environmental design; Develop and document guidelines and standards to achieve optimal functioning and physical appearance of the community; Develop and participate in public consultation and other outreach exercises which cultivate the values ascribed to “civic image” in Windsor's Official Plan; Develop and administer term projects advancing strategic community design and development initiatives; Provides expert evidence before the OLT and other tribunals. Will perform Occupational Health & Safety duties as outlined in the Corporate Health & Safety Program. Will perform other duties as required.

QUALIFICATIONS:

  • Must have a University degree in Urban Planning, or related discipline, or Ontario Ministry of Education equivalency and a minimum of four (4) years of experience in planning or planning related field;
  • Must be a full Member of the Ontario Professional Planners/Canadian Institute of Planners, or must be able to attain full membership within one year of accepting the position;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment.
  • Must have thorough knowledge of the Planning Act, Provincial Policies, Official Plan Policies (e.g. urban design), and other community planning documents (e.g. Community Improvement Plans).
  • Must possess superior people skills and political intuition, and work well in a high pressure, ever-changing environment.
  • Must have project management and organizational skills;
  • Must demonstrate experience in being able to use persuasion, influence, and negotiation to arrive at desired outcome;
  • Must have initiative and ability to work both independently and as a member of a team;
  • Must have working knowledge and experience with various computer programs including word processing, spreadsheet and graphics applications;
  • An additional recognized university degree in design related field would be considered an asset;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
  • The physical demands analysis associated with this job indicates a sedentary level of work.
