Overview

This technical and administrative role involves plan reviews and on-site building inspections for a range of construction projects. The position includes reviewing permit applications, issuing building permits, ensuring compliance with the National Building Code of Canada, and providing regulatory guidance to staff and the public. The Building Inspector II also plays a key role in code enforcement and represents the municipality in professional and legal matters related to building standards.

Responsibilities:

  • Reports directly to the Manager of Development Planning and works operationally with the Chief Building Official.

  • Collaborate with planning and heritage departments, legal and enforcement teams, fire services, contractors, architects, engineers, and property owners.

  • Maintain external relationships with regulatory agencies, professional associations, and service providers.

  • Serve as a positive role model and represents the organization professionally when interacting with the public.

  • Review construction drawings for compliance with the National Building Code and relevant bylaws.

  • Conduct site inspections on new construction, renovations, and rehabilitation work.

  • Accept and process building permit applications and advise applicants on required procedures.

  • Maintain inspection records and prepare detailed reports.

  • Investigate complaints and violations; issue Stop Work and Compliance Orders when necessary.

  • Support legal processes by preparing documentation and acting as a witness in enforcement actions.

  • Participate in planning and heritage board meetings as a technical resource.

  • Evaluate alternative design solutions submitted under the National Building Code provisions.

  • Carry out additional duties as assigned by supervisory staff.

Qualifications

  • Post-secondary degree, diploma, or formal training in construction, architecture, engineering, building science, or a related field (required).

  • Minimum five (5) years of experience in construction, design, project management, or inspection; experience in code enforcement is an asset.

  • At least one (1) to two (2) years of experience as a Building Official in a municipal setting.

  • Eligible for appointment as a Level 2 Building Official in accordance with provincial Building Codes Regulations.

  • Certification in a skilled construction trade or as an engineering technologist is considered an asset.

  • In-depth knowledge of building construction, including structural, mechanical, electrical, and plumbing systems.

  • Expertise in interpreting and applying the National Building Code and municipal bylaws.

  • Strong analytical, organizational, and decision-making abilities.

  • Ability to independently conduct inspections and enforce compliance.

  • Skilled in preparing technical reports and using digital tools, including Microsoft Office and inspection-related software.

  • Excellent communication and interpersonal skills, including tact and discretion in dealing with the public.

  • Proven ability to manage sensitive and confidential information.

  • Valid driver's license and access to a vehicle.

  • Equivalent combinations of education and experience may be considered.
