DUTIES:

Reporting to the Fire Chief, Deputy Chief of Operations and Deputy Chief of Support Services performs administrative duties including those of a highly confidential nature as they relate to labour/management issues, litigation, negotiations, qualification exams, CAO reports, council reports, etc. Coordinates schedules, screens information, prepares agendas and minutes for meetings and assists with special projects; prepares presentations; compiles and researches information related to collective bargaining, grievances, litigation, etc.; attends regular Fire Management Team meetings and other meetings as required. Responsible for managing Administrative Services; responsible for the supervision and coordination of clerical staff, including interviewing, assignment of duties, performance evaluations, etc.; organizing large events, training sessions and meetings; represents management on both Corporate and Windsor Fire & Rescue Services committees; provides administrative support to the Essex County Fire Chief's Association; maintains records and applies for both Provincial and Federal long service medals. Prepares, edits and maintains departmental directives, such as: Notices, Orders, and Standard Operating Procedures. Maintains records management system including the retention of retiree files and responds to related inquiries; coordinates corporate training schedules; processes requests for educational assistance; prepares and processes departmental and corporate job postings; processes forms required for hiring, promotion and retirement; coordinates the co-operative education program, including: interviewing, assignment of duties, supervision, evaluations, etc.; ; maintains Windsor Fire general mailboxes and manages Windsor Fire conference rooms ; approves accounts payable invoices requisitions and journal entries; payroll; responsible to oversee Administration budget, responds to requests for information through questionnaires, inquiries from the website, public, City Councilors, 211/311 Call Centre and other departments; provides administrative support and coordination in the Emergency Operations Centre when in operation on a 24/7 basis; serves as Scribe to the Fire Chief or designate at the Emergency Operations Centre/Command post as required; coordinates information and maintains the Windsor Fire and Rescue Services website; maintains locks, keys and swipe card access system for various buildings. Edits and proctors exams for the Department; this position is subject to overtime in the event of a large scale emergency situation, regardless of the time of day; will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program; will perform other duties as required.

QUALIFICATIONS:

  • Must have a University Degree in Business Administration, Political Science, Public Administration, Communications, Disaster & Emergency Management or related fields or Ontario Ministry of Education equivalency and minimum of four (4) years experience in a computerized office environment; OR
  • Must have an Ontario Secondary School Graduation Diploma plus a post secondary school community College diploma in Political Science, Public Administration, Communications, Disaster & Emergency Management or related fields or Ontario Ministry of Education equivalency and a minimum of six (6) years of experience in a computerized office environment;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment.
  • Must be proficient in computer skills; organizational skills; flexibility; knowledge of general office procedures and practices.
  • Must have excellent written and oral communication skills as well as strong public relations and organizational skills, analytical and problem-solving skills, skills to identify issues, make appropriate decisions and refer to appropriate staff.
  • Must have excellent interpersonal skills and the ability to work with minimum supervision.
  • Must have previous experience working with and recording of minutes of committees.
  • Must have knowledge of municipalities, townships and communities within the County of Windsor/Essex.
  • Must have judgment to answer inquiries from the program managers, public, partner agencies and clients in determining when to refer queries to superiors, peers or partners.
  • Must have organizational skills to work independently, establish work priorities and complete work assignments within prescribed time frames.
  • Must have supervisory experience in a unionized environment.
  • Should have knowledge of the Ontario Health & Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program.
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
  • Knowledge and experience with PeopleSoft HRMS, PeopleSoft Financials, AMANDA, Crisys, WFM, and ICO Software will be considered an asset.
  • Previous experience working within an emergency environment would be considered an asset.
  • Knowledge of the functions, policies and procedures related to WFRS in order to obtain and provide information and perform administrative duties would be considered an asset.
  • Must be willing to respond to the Emergency Operations Centre/Command Post as needed on a 24 hour, 7 day a week basis.
  • The physical demands analysis associated with this job indicates a sedentary level of work.
