ACCOUNTABILITY STATEMENT:
Ontario Northland is seeking a strategic and results-driven Equipment Maintenance Manager to lead critical maintenance, compliance, and vendor contract operations in support of passenger rail service. This key leadership role ensures the efficiency, safety, and reliability of rolling stock, power plants, and support equipment operating within the southern corridor. The successful candidate will oversee high-value third-party contracts and support operational continuity across maintenance programs.
MAJOR DUTIES/ RESPONSIBILITIES:
  • Oversee and manage vendor contract administration and compliance, including annual service and maintenance contract with major rail service providers.
  • Monitor vendor performance, conduct audits and reviews, and ensure adherence to Transport Canada and AAR standards.
  • Ensure proper documentation and reporting of all maintenance and service activities conducted under the contract.
  • Provide leadership in the oversight of rail operations specific to passenger rail service, ensuring safety, regulatory, and lifecycle requirements are met.
  • Ensure that all rolling stock assigned to the Northlander service is maintained in accordance with prescribed schedules, regulatory requirements, and organizational safety policies.
  • Collaborate cross-functionally with internal departments (procurement, operations, regulatory affairs) to support contract execution and issue resolution.
  • Serve as the primary point of contact for mechanical-related incidents affecting the Northlander corridor from Toronto to North Bay, responding to service failures, derailments, or other critical operational events.
  • Participate in post-incident investigations, root cause analysis, and corrective action planning in collaboration with service providers and regulatory bodies.
  • Contribute to continuous improvement initiatives, performance metrics, and risk mitigation strategies across equipment and maintenance programs.
  • May evolve to include strategic oversight of freight movement with potential to drive revenue through expanded freight services.

REQUIREMENTS:
  • Certification of Qualification in Electrician, Heavy Equipment Mechanic, Railway Technician trade is mandatory
  • 5+ years of progressive leadership experience in a maintenance or rail environment
  • Working knowledge and hands-on experience repairing heavy-equipment and components in a railway environment
  • Experience in business and contract management, with the ability to oversee high-value vendor relationships
  • Familiarity with Transport Canada regulations and AAR interchange rules
  • Broad working knowledge of current IT technologies, including MS Office Suite, Intelex, AS400, SharePoint
  • Valid Ontario G-class driver's license
  • Excellent planning, coordination, and decision-making abilities in high-pressure environments
  • Strong communication skills with the ability to lead cross-functional teams and vendor partners
  • Bilingualism in French and English considered an asset
  • Strategic thinker with experience in process improvement, project management, and compliance
  • Ability to build and maintain strong relationships with internal and external stakeholders, including regulatory bodies and union leadership
  • Commitment to health and safety
