PBC Solutions is looking for an Advisor, People & Culture to join our People and Culture department! This is a 6-month term position.
Please note: PBC Solutions is headquartered in Saanichton, BC (a suburb of Victoria) and operates in a hybrid virtual and in-person environment. The successful candidate must be able to be in-office at least twice per week.

Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work, and this role will support this business growth.

Position Summary:
The Advisor, People & Culture is a key member of the PBC Solutions (PBCS) People & Culture Team. With the support of the Manager, People & Culture, the People & Culture Advisor is responsible for various people-related activities that support the success and growth of the organization. This includes partnering closely with managers and talent across the organization on a variety of topics impacting the employee experience, including talent acquisition, performance and development, people and team dynamics, and employee relations concerns.
This role supports both Unionized and Non-Unionized teams and is responsible for confidently navigating complex HR matters in a fast-paced and evolving environment. The position plays a critical role by serving as a key business partner to work on people-related opportunities, resolve challenges and in paving the way for a best-in-class employee experience.
Primary Duties:
Employee Relations:
  • Coach and advise managers and team members on a variety of topics, including but not limited to HR policies, employment law, performance and development, people and team dynamics, and employee relations concerns.
  • Support and guide workplace investigations and disciplinary processes.
  • Partner with teams to keep a pulse on what's going on within their areas, and how this may impact the business.
  • Build relationships while modeling and inspiring a culture of mutual accountability, constructive collaboration, and high-quality execution.
  • Be a trusted advisor on all people-related matters for assigned business areas.
Labour Relations:
  • Collaborate with union representatives and interpret collective agreement. Ensure compliance with collective agreement and other applicable legislation.
Performance and Development:
  • Coach leaders on performance issues, progressive discipline, and development planning. Promote a high-performance culture aligned with organizational goals.
Recruiting & Onboarding:
  • Support recruitment processes, ensure inclusive hiring practices, and facilitate onboarding for new employees.
HR Policy & Compliance:
  • Collaborate and partner with the broader People & Culture team to develop, update, roll out and ensure consistent application of HR policies and procedures.
  • Maintain knowledge of legal requirements and government reporting regulations.
Organizational Development:
  • Assist with organizational changes, culture initiatives, and workforce planning. Champion initiatives that drive employee engagement and DEIA (Diversity, Equity, Inclusion and Accessibility).
  • Review and update job descriptions.
HR Projects:
  • Contribute to the department's operational and strategic objectives.
  • Lead or contribute to HR projects and initiatives including policy updates, performance and development programs and employee engagement strategies.
Data & Reporting:
  • Analyze HR metrics and trends to inform strategy and decision-making. Provide regular reports on workforce statistics and KPIs.
Administration:
  • Prepares various documents as required (e.g. offer letters, letters of expectation etc.).
  • Develops and supports onboarding, offboarding and leave admin processes.
  • Collaborates with other P&C team members to ensure employee records (digital and/or paper) are maintained accurately and completely.
  • Processes employee transactions in Workday (HRIS) including new hires, promotions, separations, etc.
Miscellaneous:
  • Conducts research of current and upcoming HR trends and best practices, sharing knowledge with broader P&C team.
  • Maintains compliance with applicable employment laws and regulations.
  • Collaborates with other P&C team members in the organization of employee and corporate events.
  • Other duties as assigned.
Required Education and Experience:
  • 5-7 years' of progressive HR / People & Culture experience.
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • CPHR designation or equivalent is preferred but not required.
  • Proven experience in managing complex employee relations and labour relations issues.
  • Experience supporting exempt and non-exempt teams.
  • Well-rounded experience with a variety of HR /People & Culture disciplines such as employee relations, organizational design, performance management / development, and talent acquisition.
  • Experience with Workday is preferred but not required.
  • An equivalent combination of education and experience may be considered.

What's in it for you
We offer a market-based salary. The base salary range for this position is $76,800 - $115,000 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
