Project

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.

Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

This position is responsible for all aspects of the development and effective implementation of the Corporate HSSE Management System, the development of key health, safety, security and related plans pertinent to the Project, and for providing leadership in the continuous improvement of the HSSE Management System, programs, procedures and requirements while ensuring compliance with all provincial and federal legislation. This position supports the implementation of the HSSE Program across the entirety of the WLNG organization, working closely with the Vice President, HSSE & Regulatory Compliance, and reporting to senior leadership.

Key Responsibilities:

The successful applicant will have the following responsibilities:

1. HSSE Strategies:

  • Develop and implement HSSE strategies, systems, and tools that support an efficient transition from construction through commissioning & start-up into stable operations while maintaining best in class safety & security performance; promoting and supporting safety & security as a component of the organizational culture.
  • Work with Senior Management to set HSSE Goals and Objectives for the Company consistent with the Company's business objectives and our shareholder's philosophies, values and strategies to form the foundation for HSSE performance.
  • Develop the Company's HSSE Management System, based on the concept of continual improvement and driven by a consist approach and aligned with the enterprise's risk management systems.
  • Develop constructive working relationships with different functions within the Company, with contractors, customers & suppliers, regulators and the host community to support safe, compliant and efficient operations.
  • Cooperate with Supply Chain to embed robust Contractor management processes (including contractor selection and auditing) in the HSSE Management System.
  • Influence and coach leadership on development of robust action plans to improve HSSE performance and to implement strategy moving forward.
  • Collaborate with other departments & leaders to communicate HSSE strategy and successful implement HSSE procedures and initiatives .
  • Deliver results for HSSE performance as measured through established KPI's, with performance demonstrated through a robust audit process, which demonstrates compliance with all laws and regulations, as well as the HSSE Management System.
  • Develop and implement emergency response plans, standards, procedures, as well as site-specific and corporate work plans; coordinating those plans with host community First Responders and appropriate regulators.
  • Perform annual internal audits and ensure documentation is completed accurately and submitted timely.

2. Managing HSSE:

  • Provide technical expertise in the development of HSSE corporate policies and procedures.
  • Lead projects that improve the HSSE programs.
  • Support the HSSE Management System through full Project lifecycle (design, construction, commissioning and start-up and operations).
  • Monitor regulatory and industry trends to identify risks and opportunities and develop strategies to ready the sites and embrace innovation.
  • Drive consistency in procedures and practices and a continuous improvement mindset through the on-going identification and implementation of best practices.
  • Establish and provide oversight/technical support to the incident response process and ensure that incidents are investigated, corrective actions implemented and lessons learned carried forward.
  • Ensure systems are in place for the review, update and maintenance of HSSE records, documentation, policies, and procedures.
  • Ensure compliance with all statutory corporate HSSE related monitoring and reporting requirements.
  • Ensure all incidents are recorded and appropriately investigated to determine root cause and corrective actions identified. Monitor, trend, and analyze safety and environment performance and recommend / assist in implementing mitigating measures for the projects.

3. Leading Staff and Developing Team:

  • Build a high performing team of HSSE professionals. Create a talent strategy and develop a succession plan to meet current and future business needs.
  • Lead the HSSE team by promoting collaboration, teamwork and a high-performance culture.
  • Provide HSSE leadership and guidance; establishing goals, objectives, and team vision while providing training and development opportunities for direct reports supporting their continuous growth and learning.
  • Lead the development of suitable training content, in line with regulatory requirements, conduct gap assessment to identify training needs, and adjust curriculum to reflect specific needs.
  • Ensure personnel are adequately trained in the HSSE programs, including emergency procedures, and the company is at an acceptable level of emergency preparedness.
  • Promote a “One Team” approach to HSSE that drives consistency and the commitment and ownership of everyone working on the Project of their role in managing HSSE risks towards the goal of a healthy work environment with lower injury frequency and severity ratings.
  • Foster a work environment which is safe by choice, not by accident.

Requirements

Required Experience:

  • Diploma/Degree in applicable field combined with Certified Registered Safety Professional (CRSP), National Construction Safety Officer (NCSO) or other applicable qualification/designation.
  • At least 15 years progressively senior experience in HSSE management in oil and gas and construction.
  • Formal training and demonstrated experience in Incident Investigation and Root Cause analysis.
  • Familiar with current environmental, health and safety best practices related to the oil and gas industry & OH&S legislation.
  • Superior leadership and excellent interpersonal and team building skills, including the abilities to provide meaningful mentorship and training and assist in the development of others.
  • Superior communication skills, both written and verbal with a variety of internal and external stakeholders, including clients, subcontractors, employees, and managers.
  • Ability to make objective decisions.
  • Ability to travel domestically and internationally.
  • Excellent command of the English language both written and verbal.

Additional Requirements:

  • Experience working with large multi-disciplinary teams and contractors in a multicultural environment is an asset.
  • Communication/interpersonal skills – interacting with front-line workers through to management and all hierarchical levels.

  • This role will be a combination of office and site based.
  • The position is based in the Vancouver Office with regular business trips to the Site Project as required (~40% of the time).
