Salary: The starting salary range for this role is: $79,310 - $84,872. *Candidate experience will be considered when determining the starting salary. This salary represents the first 3 steps in a 7-step salary band.
Location: The successful candidate will work primarily in our Aurora Office located at 15150 Yonge Street, Suite 201, Aurora, Ontario, L4G 1M2, However, this can change as operations require. This position requires travel within York Region & South Simcoe for group facilitation, client visits, training or meetings.
This position reports to and is supervised by the Director of Service for the Youth, Innovation and Interprofessional Practice Program.
DIRECT REPORTS: The Manager, People, and Teams oversees approximately 20 to 25 direct-service staff from multiple programs. From time to time, supervision will be provided to volunteers or students.
Job Profile:
The Manager provides the day -to- day management, leadership, supervision, development and motivation of staff using empowerment and skill building approaches and works closely with People and Culture (P & C) to attract, hire and retain qualified, skilled individuals. The Manager is responsible for ensuring that service delivery staff act in accordance with provincial legislation, which includes: Mental Health Act, the Health Care Consent Act, PHIPA, Substitute Decisions Act, and other relevant provincial statues and common law. In addition, as a member of CMHA York Region's management team, the Manager offers input and recommendations in a collaborative and effective manner to improve the processes, quality and operations of all programs.
This role provides support and direction to staff through individual and team meetings and is responsible for the advancement of individuals within CMHA. The incumbent is responsible to identify and communicate the day-to-day dealings of this growing organization regarding any staff performance issues, as well as training, educational and development needs. The manager works within actual or functional collaboration models in decision making for the success of their team(s).
This role is responsible for managing staff across the Employment Program, Clinical Therapy Program, Rapid Access Psychiatry Program, and the Newcomers' Health and Well-Being Program. The manager will also supervise MSW students, who play an integral role in the delivery and success of these programs.
DUTIES:
Within the matrix organizational structure, the Manager works closely with the Director of Services (and potentially other peers) to ensure the best service and work experience.
Staff Supervision and Service Metrics
- Analyzes, monitors, and reports on staffing assumptions; provides recommendations regarding efficiencies and team/program process improvements.
- Monitors service metrics and ensures employees have the necessary skills, knowledge, and tools to perform duties effectively.
- Identifies workload balancing opportunities across programs/departments and works with key contacts to implement procedures to achieve results.
- Implements and monitors quality improvement initiatives and accreditation standards.
- Manages real-time staffing changes to meet targets and service level objectives, in consultation with the Director of Service, People & Teams, and considering financial constraints.
- Ensures staff meet individual targets; reviews caseloads and checks in as per agency requirements to ensure satisfaction for clients and staff.
- Communicates effectively across the organization to ensure timely and high-quality task completion.
- Identifies and communicates recurring issues in processes, service quality, training, or performance to Directors of Services and/or P contributes to solutions.
- Supports employee retention strategies and recruitment processes within assigned areas.
- Conducts regular one-on-one and team meetings; completes staff performance appraisals using P&C tools.
- Facilitates or delegates team meetings; participates in overall staff evaluations and recommends performance rewards.
- Coordinates referrals to specialist teams and acts as liaison to ensure service excellence.
- Oversees (or delegates) daily supervision of volunteers and students in programs.
- Attends management meetings, identifies organizational issues, and collaborates with other managers.
- Reviews and approves timesheets, expenses, and leave requests.
- Addresses program staffing and scheduling issues.
- Covers for other managers during absences.
- Participates in special projects as assigned.
- Is a member of the Full Management Team, contributing recommendations to the Senior Management Team.
Family and Client Issues
- Triages client complaints and concerns in alignment with the Incident Reporting policy and timelines.
- Uses best practices for root cause analysis in incident reports.
- Coordinates client services with staff and ensures staff have access to clinical supports.
Staff Training and Development
- Enhances staff, client, family, and volunteer knowledge of mental illness and related issues.
- Assists P&C with setting standards for required skills/knowledge and maintaining up-to-date staff skills inventories.
- Identifies skills gaps and recommends individualized training/education plans.
- Supports continuous learning and provides constructive feedback to staff.
- Addresses performance issues with clear direction and proper documentation as per P&C guidelines.
- Maintains electronic learning management systems and contributes to staff assessment development.
- Leads or contributes to special projects ensuring effective use of development resources.
- Develops methodologies for talent assessment, training compliance, and strategic staff development.
- Completes 6-month and annual performance reviews and learning plans for self and staff.
- Participates in coaching, performance management, and PIPs in consultation with the P&C Team.
- Upholds ethical behavior, communication skills, collaboration, and relationship building.
- Supervises MSW and other placement students who support program operations.
Recruiting and Hiring
- Collaborates with dyad partners and senior managers on hiring plans and onboarding processes.
- Works with P&C to:
- Provide input on job descriptions and postings.
- Maintain awareness of organizational talent needs and candidate qualifications.
- Create and manage hiring, transfer, and attrition strategies while balancing staffing needs.
- Participate in candidate interviews and selection, providing feedback to P&C on processes.
- Make hiring and termination recommendations in consultation with dyad partners and peers.
Budgets
- Works with Finance and Directors of Service to prepare annual team budgets.
- Reviews monthly budgets (MTD/YTD), justifies variances, and communicates discrepancies to Finance.
- Identifies budget concerns proactively and makes staffing/supply/expense decisions within scope.
- Escalates issues beyond scope according to CMHA's escalation procedures.
Audit
- Ensures accurate and up-to-date client file documentation in line with health record policies.
- Confirms compliance with OCANs and OPOC, where applicable.
- Conducts and reviews client file audits; implements corrective staff training where needed.
- Verifies correct timekeeping and expense remittances; approves for processing.
- Reviews data for errors, provides feedback, and trains staff on corrections.
Client Safety
- Ensures staff work within safe systems and environments.
- Follows program guidelines and the Client Safety Framework.
- Applies CMHA safety policies and procedures to prevent, detect, and respond to client safety issues.
Abilities
The incumbent must demonstrate the following abilities:
- Ability to work independently with minimal supervision and cooperatively in a team environment.
- Ability to treat sensitive information in a confidential manner.
- Ability to discuss performance management issues with sensitivity and tactfulness, while still holding staff accountable.
- Ability to co-ordinate multiple responsibilities, prioritize needs and organize work efficiently to meet deadlines.

QUALIFICATIONS:
Education, Designations and Certifications
- Three (3) year Bachelor's Degree is required in either Business, Management, Health or Social Services. (May also consider relevant diploma holders with equivalent knowledge and additional experience.)
- A Master's degree is preferred.
- Registration with an accepted professional college is required.
Prior Work Experience
- Minimum of 2 years of experience is required leading work teams and supervising /managing staff.
- 5 or more years of experience supervising a team is considered an asset, with preference for significantly more experience.
- Experience working in a not-for-profit organization is considered an asset.
- Experience working in the mental health field is considered an asset.
Knowledge
- Have extensive knowledge of the continuum of mental illness and service delivery field is preferable.
- Knowledge of a wide range of formal services and informal supports to link clients to services, supports and resources in the community is preferable.
- Knowledge of systemic issues such as poverty, unemployment, stigma and the isolation felt by individuals with serious mental illness and their families is preferable.
- Knowledge of Recovery principles and empowerment-oriented philosophies and practices in work with clients is preferable.
- Knowledge of and sensitive to Cultural and diversity issues is a requirement.
- Knowledge of employment related legislation including but not limited to:

Additional Requirements
- A valid Canadian driver's license, a minimum $1,000,000 third party liability insurance.
- A satisfactory Vulnerable Sector Screening or Police Check.
WORKING CONDITIONS
- Works extensively at a desk using a computer up to 7 hours a day.
- Works in a standard office environment, generally in a private office setting.
- Weekend and evening hours will be required depending on the area being supervised.
- On-call night and weekend rotation will be required.
