Reporting directly to the Director, Social Planning and Protective Services, the Manager, Bylaw and Business Licensing Services is a pivotal member of the leadership team, responsible for coordinating municipal bylaw compliance and enforcement, enhancing community safety, and processing business licenses. This role supervises professional bylaw officers and clerical staff, leading a team that interacts directly with citizens and businesses to deliver proactive, solutions-oriented service. The ideal candidate is a solutions-focused professional with extensive experience in bylaw enforcement and investigation, excellent customer service credentials, the technical acumen to navigate a regulatory environment and the ability to navigate conflict with strong listening and communication skills while keeping the bigger picture in mind.

The Manager will oversee and execute enforcement and community safety activities while responding to public disorder challenges related to homelessness, mental health, and addictions in accordance with municipal policies. You will coordinate with the Planning and Building Department and other internal teams on bylaw enforcement, represent the Municipality in court as needed, and collaborate with government agencies, local governments, First Nations, the Fire Department, and the RCMP on safety and enforcement matters. Additionally, you will assist in the development, updating, and review of bylaws and regulations, investigate complaints, and prepare detailed reports and correspondence, all while providing supervision and support to the Bylaw team and Business License function to ensure alignment with the Municipality's broader social planning goals.

Required Skills, Qualifications and Abilities:

  1. A degree or diploma in criminology, business, or related field.
  2. Eight (8) years of experience in bylaw compliance and/or business licensing with increasing levels of responsibility, with at least five (5) years in a supervisory or management role, preferably with a bylaw team in a municipal government context. An equivalent combination of education, training and experience may be considered.
  3. Sound knowledge of the concepts, practices and techniques of local government administration.
  4. Sound knowledge of the relevant legislation, bylaws, regulations, rules and policies related to business licensing and bylaw compliance.
  5. Problem-solving and decision-making skills to formulate strategies to address frequent and often complex bylaw compliance issues.
  6. Superior communication skills, including outstanding oral presentation and report writing skills, in order to establish and maintain effective working relationships with staff, senior management, Council and members of the public.
  7. Training and demonstrable skills in conflict resolution and mediation.
  8. Ability to read, produce, analyze and interpret statistical data.
  9. Knowledge and experience with electronic systems (Tempest, Prospero, Calls for Service).

Candidates being considered will be required to undergo a comprehensive evaluation of skills, qualifications and abilities. The successful candidate will be required to undergo a police information check and must possess and maintain a valid Class 5 B.C. Driver's License; a satisfactory current driver's abstract will be required.

The successful candidate(s) will provide coverage for the RCMP manager during vacations and absences and must, therefore, pass and maintain security clearance levels as established by the RCMP.
