ACCOUNTABILITY STATEMENT:
The Manager, Accounting, is responsible for overseeing the accounting operations, ensuring accurate and timely financial reporting, and maintaining a strong internal control environment. This position will function as a senior leader within the Finance team and play a key role in supporting the organization's financial health and growth.
MAJOR DUTIES/ RESPONSIBILITIES:
- Monitor and evaluate the impact of Public Sector Accounting Board (PSAB) updates on ONTC processes and financial statements
- Stay current on PSAB changes; draft summaries and recommend implementation strategies
- Draft financial statement updates and coordinate with finance staff to ensure compliance with new requirements
- Support monthly, quarterly, and annual account reconciliations; review all reconciliations, including capital, for accuracy and alignment with the General Ledger (GL)
- Oversee journal entry preparation and approval, ensuring complete documentation and audit readiness
- Ensure internal controls over financial reporting are properly established and executed
- Provide audit support and ensure timely completion of the annual financial statement audit
- Review foreign currency monitoring results, address risks, and collaborate on mitigation strategies
- Optimize USD transactions by strategically timing purchases and sales to benefit ONTC
- Prepare and review cash flow forecasts, escalating risks to the Controller as needed
- Lead and support staff through coaching, training, and performance development; ensure required training is completed
- Develop and implement policies, procedures, and tools to enhance team operations and drive continuous improvement
- Address errors and issues across the controllership function
- Review reports for accuracy, completeness, and proper documentation
- Respond to staff inquiries and ensure compliance with travel and expense policies
- Review BDO approvals, coding, and receipt attachments for accuracy and completeness
- University degree in Business, Accounting, Finance, or a related field of study
- CPA designation required
- 7+ years of experience in senior finance roles, including at least 3 years leading an accounting or finance function with demonstrated knowledge of Public Sector Accounting Standards (PSAS)
- Extensive experience in end-to-end financial reporting and financial statement close processes
- Strong background in developing, implementing and maintaining internal controls
- Experience managing a team of accounting and finance professionals
- Strong knowledge of internal audit procedures and the ability to interpret and act on audit findings
- Performance and oversight of financial audits and operational information
- Cash management and forecasting oversight, including borrowing
- Strong understanding of public sector accounting principles and financial statement close processes
- Proficiency with MS Office including Excel, Word, Outlook, and experience with financial ERP systems (ie Oracle, Work Day, SAP, Dayforce)
- Valid G driver's license is an asset
- Excellent mentoring and coaching abilities
- Organizational and time management skills, including balancing multiple priorities and tasks
- Demonstrated problem solving and analytical abilities, and a strong attention to detail
- Commitment to health and safety
