Reporting to the Director of Health Analytics, the Manager provides advanced leadership and expertise in the strategic and operational management of health data sets and systems including the development, implementation and oversight of data holdings and dashboards in support of Health PEI's (HPEI) reporting requirements and overarching goals. This individual is responsible and accountable to support all aspects of data management, including system design, construction and implementation; data collection, analysis and reporting; and the maintenance, validation and security of data holdings utilized in the delivery of high-quality health information and analytics.
Duties:
- Provide leadership, direction and support for the development, management and administration of members of the HA team. This involves the identification, planning, development, management, prioritization and evaluation of health-related analysis and reporting
- Monitor industry trends and best practices to provide expertise related to data architecture, data governance and standards development in support of the operational and analytical requirements of the team.
- Develop, maintain and expand health data systems, methodologies and reporting structures, identifying opportunities for system updates and enhancements.
- Support the development, implementation and communication of a framework for the delivery of business intelligence solutions (i.e. business analytics, data mining, data visualization, data tools and infrastructure, best practices).
- Provide expert guidance to senior leaders, program and service managers and front-line staff to identify, develop and prioritize health status reports and patient/client outcome indicators, for multiple program areas including clinical and corporate services.
- In consultation with the Director, develop and maintain policies and procedures related to data access, usage and sharing to ensure compliance and ethical use.
- Develop, implement and maintain data security protocols, access control mechanisms and monitoring tools to prevent unauthorized data access.
- Liaise with legal and regulatory bodies to stay informed on legal and regulatory requirements.
- Work with IT, legal, privacy, and operations teams to incorporate privacy considerations into all aspects of project planning and execution.
- Determine and manage staff assignments and set priorities to ensure timely and effective completion of assigned projects and management of workload.
- Establish performance expectations and work plans to support team and divisional priorities; ensure plans are reviewed with staff and updated regularly.
- Perform human resource functions, including vacation and leave requests
- Engage with healthcare providers and administrators to understand their needs and challenges with understanding and using data systems and reports.
- Work in partnership with key stakeholders and community organizations (i.e., ITSS, DHW, Oracle, Island Emergency Medical Services (Island EMS) to promote HPEI's strategic vision and mandate.
Minimum Qualifications:
- Bachelor's degree in Health Informatics, Statistics, Epidemiology, or a related field.
- Extensive experience in health information management or a similar role focusing on business operations;
- Demonstrated equivalencies will be considered.
- Supervisory experience (1 to 3 years); an ability to work effectively with multiple health disciplines and staff.
- Proven proficiency and considerable experience in managing health IT systems and databases.
- Knowledge of management principles and practices, and methodologies and techniques involved in the design and delivery of information technology.
- Strong leadership and management skills including interpersonal, oral and written communication, strategic thinking, planning, organizational and financial management.
- Considerable experience in quantitative and qualitative data collection, statistical analysis using R or Python, and development of analytic products.
- Demonstrated ability to prioritize and successfully guide initiatives from concept to completion.
- Demonstrated knowledge of MS Office applications and Clinical Information Systems.
- Experience in performance measurement, monitoring, and analysis, preferably in a health context.
- Demonstrated experience and skill in report writing and presentations.
Other Qualifications:
- Advanced degrees in Statistics, Epidemiology, Health informatics, Healthcare Management, or a related field is an asset.
- Familiarity with regulatory requirements related to health information and data protection (e.g. Health Information Act (HIA), FOIPP) is an asset.
- Experience in decision support, statistical reporting, clinical or quality reporting; healthcare-specific experience is preferred.
- Ability to research, analyze and interpret information from a wide variety of data systems and sources is preferred.
- Proven skills in working with internal, external and third-party stakeholders on productivity and performance measures and trends are preferred
Salary Range: $43.22 - $54.02 per hour (Level 21)
Bi-Weekly Hours: 75 Hours Bi-Weekly / Monday - Friday with Possible Evenings / Weekends
