Starting Salary: $110,000 - $130,000 / annum

The Opportunity:

We have an existing opportunity at our Burnaby Refinery for an intermediate or experienced Project Engineer to join our Sustain Projects Team. The Sustain Projects Team lead significant new investments at the Burnaby Refinery to support safe, reliable and profitable operations. As a member of the Sustain Projects team, the successful candidate will play an important role in the development of assigned projects. The Project Engineer will work closely with a Project Manager to execute our medium to larger and more complex capital projects at the Burnaby Refinery. The Project Engineer will represent Parkland with external engineering contractors and field construction contractors to lead aspects of the projects through multiple phases of engineering development and project execution - including Alternatives Development and Selection, Detailed Design, Construction and Commissioning.

Responsibilities:

Key Responsibilities will change through the project development cycle. Responsibilities may include:
  • Coordinate and lead key projects reviews and evaluations, such as HAZOP/PHA's, Facility Siting Studies, Cost and Schedule benchmarking, etc. Integrate the output of these studies into the project scope and plans.
  • Work closely with EPCM contractor to select and manage vendors for engineered and fabricated equipment.
  • Manage engineering scopes of work independently and through the EPCM, driving innovative solutions across multiple engineering disciplines.
  • Interface with Refinery personnel and Subject Matter Experts to ensure project design objectives are met.
  • Coordination of drawing reviews from Issued for Review to Issued for Construction & 30/60/90 Model reviews.
  • Coordination of Project Design Standards integration and exception management.
  • Facilitation of information requests from the EPCM.
  • Development and/or support of key project phase gate deliverables with EPCM (Schedule, Value Improving Practices, Project Execution Plan).
  • Coordination/Implementation of PRBC internal communication plan – workgroup visits, presentations etc.
  • Own and execute the PRBC Management of Change (MOC) process for all project scopes.
  • Work closely with Engineering and Construction team to resolve design issues during field construction.
  • Support the project manager and the team to obtain owner supplied permits.
  • Annual maintenance turnarounds support for either the Sustain Projects Team or Designs Engineering Team.
  • Coordination of project turnaround scope with refinery turnaround team.
  • As a Parkland employee, meet all site-specific training and risk management requirements.

Requirements:

  • Demonstrated commitment to personal and process safety.
  • Bachelor of Applied Science or Engineering degree in Mechanical, Materials or Industrial Engineering.
  • Eligibility for registration with EGBC as a Professional Engineer.
  • 4 - 6 years of related project experience in an industrial setting or a consulting engineering firm.
  • Proven knowledge of oil & gas facilities and integration of project work in those facilities; experience with civil, electrical/instrumentation and site infrastructure work is an asset.
  • Demonstrated familiarity with gated decision-making processes.
  • Superior verbal and written communication skills.
  • Effective at solving problems and managing concurrent conflicting priorities.
  • Project Management Institute (PMI) certification as a Project Management Professional (PMP) or equivalent is considered an asset.
  • The successful candidate will be an intermediate or experienced Design or Project Engineer who has worked on multiple oil and gas or petrochemical projects from Project Definition through Detailed Design, Construction, and Commissioning.
