Job Description:
The HR Operations Partner II plays a critical role in managing and executing security clearance processes in Canada, while also supporting broader HR operational functions across North America. This position requires a high level of attention to detail, strong organizational abilities, and effective communication skills to ensure compliance with government and company standards. The successful candidate will contribute to the efficiency of HR services and uphold the integrity of clearance processes. This role reports directly to the Senior HR Operations Manager, North America.
Hybrid role must be able to work onsite in Mississauga 2X per week
Responsibilities:
Security Clearance Management – Canada
  • Manage Full Clearance Lifecycle: Oversee the end-to-end process for initiating, submitting, renewing, and monitoring security clearances (e.g., Reliability, Secret, Top Secret), including guiding employees through form completion and ensuring accuracy.
  • Liaise with Government Agencies: Act as the main point of contact for status updates, issue resolution, and inquiries.
  • Maintain Clearance Records: Regularly update and audit the Master Clearance Tracker and ensure secure documentation handling.
  • Communicate Status Changes: Notify relevant stakeholders (internal teams, technicians, partners) of granted, expired, or no longer required clearances.
  • Ensure Compliance and Continuous Improvement: Continuously evaluate clearance procedures for process improvements and enhanced service delivery.

HR Operations Support – North America
  • Manage Onboarding and Pre-Employment Activities: Coordinate offer letters, background checks and deliver the Welcome Session for new hires in both Canada and the U.S.
  • Maintain Employee Data and HRIS Records: Process HR transactions, updating employee records (e.g., job changes, reporting lines, time off), and audit data for accuracy across the region.
  • Handle Documentation and Compliance: Prepare HR documentation (e.g., employment verifications), ensure compliance with regulatory requirements (e.g., I-9s, SIN validation, state notices), and coordinate and administer Canadian work permits.
  • Administer Job Change Letters: create, review, and coordinate job change letters for all NA in alignment with organizational policies and ensure timely communication to stakeholders.
  • Provide Employee-Facing HR Support: Deliver Tier 1 HR customer service to all employees via phone and shared mailboxes, while acting as a subject matter expert in HR operations, practices, and policies.
  • Process Improvement and Documentation: Support the maintenance and continuous improvement of HR workflows and SOPs.
  • Benefits Operations Support: Provide administrative support for benefits operations, including responding to employee benefit inquiries, assisting with enrollment or change requests, and liaising with internal teams or vendors to ensure timely resolution of benefit-related issues.
  • Other projects and assignments may result and be assigned to accommodate the changing needs of the department and the company.

Skills & Qualifications:
  • Bachelor's degree in human resources, Business Administration, or related field.
  • 3-5 years of HR experience, with a focus on providing HR services in a shared service center, preferably including the US, Canada.
  • 3-4 years of experience in managing security and clearance processes, including handling government submissions and liaising with government agencies. Or, 3-4 years of experience managing background checks in Canada and/or US.
  • A solid understanding of HR best practices, employment laws, and regulations in Canada and US.
  • Experience with HRIS platforms and proficiency in Microsoft Office Suite. Workday would be a plus.
  • Experience with work permits coordination and employment verification in Canada.
  • Familiarity with I9 verification processes for the United States.
  • Strong analytical skills with the ability to interpret HR data and metrics to drive insights and decision-making. Strong Excel proficiency.
  • Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels of the organization.
  • Ability to handle sensitive information with confidentiality and professionalism.
  • Proven ability to manage multiple priorities in a fast-paced environment and adapt to changing business needs.
  • Bilingual English/Canadian French a plus

Wage Range:
The annual starting salary for this position is between $42,000 – $60,000 CAD annually. Factors which may affect starting pay within this range may include geography/market, skills, education, experience and other qualifications of the successful candidate.
