Job Description

Job Title: Business Consultant – Level 2

Contract Term: June 9, 2025 – May 29, 2026

Rate: $75 per hour (7 days per week)

Location: British Columbia - Remote

Ministry: Social Development and Poverty Reduction (SDPR)

Opportunity Summary:

The Ministry of Social Development and Poverty Reduction (SDPR) supports vulnerable populations across British Columbia through essential programs, including income and disability assistance. With caseloads projected to grow, this project represents a key opportunity to modernize service delivery and make a meaningful impact on the lives of British Columbians.

SDPR's Service Delivery Division (SDD) seeks a Business Consultant (Level 2) to support a transformative workload analysis initiative. The consultant will work closely with ministry project teams to identify inefficiencies, recommend automation or digital tool integration, and define measurable improvements in workload management—ensuring equitable, efficient, and sustainable service delivery without requiring additional staffing.

Key Responsibilities:

  • Lead and collaborate with multi-disciplinary teams to align business processes with improved digital service models
  • Conduct workflow and workload analysis to identify bottlenecks, inefficiencies, and opportunities for automation
  • Develop achievable, evidence-based recommendations for improving workload management
  • Create and implement change management strategies to move from current state (“as is”) to future state (“to be”)
  • Engage with stakeholders across technical and business units to gather input and ensure alignment
  • Develop Key Performance Indicators (KPIs) and methods for quantifying and measuring expected outcomes
  • Provide public sector business consulting, including modeling of SDD service lines

Required Qualifications:

  • Proven experience leading business transformation initiatives involving multi-discipline teams and change management
  • Expertise in Project Management, Business Process Analysis, and Change Management
  • Strong communication skills and experience engaging stakeholders at all organizational levels
  • Demonstrated ability to analyze current workflows, identify bottlenecks, and deliver practical efficiency recommendations
  • Experience developing and measuring KPIs to quantify outcomes such as time or resource savings
