Mandatory Requirements
- Certified Business Analysis Professional (CBAP) certification.
- Demonstrated experience as a practicing Business Analyst with experience on business transformation projects.
- Candidate is available to work in-person at a Government of Saskatchewan office in Regina, Saskatchewan, Canada upon contract start.

- Demonstrated experience preparing the business for change by conducting organizational readiness activities.
- Demonstrated experience participating and facilitating business process model discovery and planning workshops and requirements gathering sessions to elicit business and technical requirements with an emphasis of understanding the business priorities.
- Demonstrated technical background with experience communicating technical concepts to a variety of technical and non-technical audiences to various levels within an organization.
- Demonstrated experience preparing project documents including, but not limited to, testing plans, use cases and user stories based on business processes.
- Demonstrated experience analyzing business requirements and translating into business rules.
- Demonstrated experience defining and outlining the scope of the business problem, opportunity, business outcome and identifying solution alternatives.
- Demonstrated experience coordinating and executing test scripts and utilizing formal testing methodologies to verify that system and business applications meet specific requirements.
- Demonstrated experience in creating, planning, and executing testing strategies and in leading business subject matter expert through the process of User Acceptance Testing.
- Demonstrated experience developing training, training materials and facilitating training for both technical and non-technical audiences.
- Demonstrated experience working with Microsoft Azure DevOps is considered an asset.
Position Overview
The Ministry of SaskBuilds and Procurement (SBP), Information Technology Division (ITD), Project Management Office (PMO), on behalf of the Ministry of Parks Culture and Sport (PCS) is looking for one or more Business Analyst(s) with extensive business analysis experience.
The resource(s) will support PCS Heritage Resource Screening Project. This project involves replacing a legacy system that protects Saskatchewan heritage sites. Approved archaeologists will review development and maintenance proposals from businesses and municipalities, granting permits as needed. Proposals are submitted through the public-facing Saskatchewan Account portal. The new system will streamline the review process, improve efficiency, and enhance the protection of heritage sites by providing better tools for archaeologists and easier access for businesses.
The Business Analyst(s) will collaborate with Project Managers, subject matter experts (SMEs), third-party vendors, deployment teams, and the Application Management Services Team. A significant part of their role will involve coaching and mentoring business SMEs throughout the project lifecycle.
Deliverables
The successful candidate(s) will be responsible for, but not limited to, the following duties:
- Business transformation projects
- Apply a business analysis framework for success.
- Document Business Process and Workflow Models (As-Is and To-Be).
- Document use cases based on business process and workflow models.
- Effectively analyze information, problems, situations, practices or procedures.
- Elicit, document, manage and communicate functional and non-functional requirements throughout the project lifecycle.
- Analyze business requirements and translate into business rules.
- Define and scope the business problem or opportunity and identify solution and/or alternative solutions.
- Verify that the solution meets the requirements and quantify the benefits and costs of each solution.
- Identify any risks, issues and assumptions with the solution and contribute to an effective control and risk management process.
- Work closely with technical teams to ensure their translation of requirements to solutions meet the needs of the users and integrates into the overall GOS architecture.
- Act as a liaison between technical teams and SMEs, etc.
- Research, develop, and recommend the implementation of new approaches and technological solutions for data and integration services.
- Create and document feasibility studies, business cases, technical assessments, RFX requirements, project charters, user manuals, system manuals, policies, processes and procedures, etc.
- Create and manage a robust plan for testing that ensures the end product supports business processes.
- Create, coordinate and execute test scripts, utilizing formal testing methodologies to verify that system and business applications meet specific requirements.
- Perform as Test Lead, to guide the business SMEs through the process of User Acceptance Testing (UAT) to ensure business requirements are sufficiently identified, traced and functional in the finished system.
- Provide quality assurance in relation to the accuracy and integrity of the information provided in the solution.
- Facilitate meetings and workshops with internal and external stakeholders.
- Prepare and deliver presentations to internal and external stakeholders.
- Prepare the business for change by conducting organizational readiness activities.
- Develop training, training materials and facilitate training for both technical and non-technical audiences.
